Abstract

Banyaknya platform yang berusia 20-40 tahun di Indonesia menandakan bahwa rata-rata platform yang ada sudah memasuki batas usia ekonomisnya. Sesuai dengan ketentuan pasal 21 peraturan pemerintah nomor 17 tahun 1974 perlu dilakukan decommissioning pada anjungan lepas pantai yang sudah tidak digunakan lagi. Pada penelitian ini membahas tentang analisis pemilihan metode decommissioning dengan mempertimbangkan waktu, biaya dan dampak lingkungan. Metode pemilihan dilakukan menggunakan trade-off analysis dengan kriteria majemuk. Metode decommissioning yang dianalisis meliputi metode leave in-place, metode partial removal, dan metode complete removal. Dari perhitungan estimasi biaya dan waktu didapatkan Rp Rp63.949.752.200 dengan waktu pengerjaan 37 hari untuk metode leave in-place, Rp88.464.377.200 dengan waktu pengerjaan 37 hari untuk metode partial removal dan Rp112.268.652.200 dengan waktu pengerjaan 39 hari untuk metode complete removal. Pengambilan keputusan menggunakan trade-off analysis dengan kriteria majemuk dan didapatkan hasil akhir utilitas terbobot 0,005 untuk partial removal dan 0,003 untuk complete removal. Sehingga dapat disimpulkan metode decommissioning yang paling efisien digunakan ialah metode partial removal

The number of 20-40 years old platform in Indonesia indicates that the average of existing platforms have entered the age economic limit. In accordance with the provisions of Article 21 of Government Regulation No. 17 of 1974 needs to be done on the decommissioning of offshore platforms that are not used anymore. In this study discusses the analysis of the selection method of decommissioning by considering time, cost and environmental impact. The selection method is done using a trade-off analysis with a compound criteria. Decommissioning methods are analyzed include leave-in-place method, the method of partial removal and complete removal method. From the calculation of the estimated cost and time obtained Rp Rp63.949.752.200 with a processing time of 37 days to leave in-place method, Rp88.464.377.200 with processing time of 37 days for the method of partial removal and Rp112.268.652.200 construction time 39 days for complete removal method. Decision making use of trade-off analysis with the criteria and the results obtained final compound weighted utilities 0,005 for the partial removal and 0,003 for complete removal. It can be concluded that the most efficient method of decommissioning is using partial removal.
