Abstract
Saat ini mobilisasi muatan dari Surabaya menuju Jakarta ataupun sebaliknya dilayani oleh 3 jenis moda transportasi. Diantaranya yaitu menggunakan truk, kereta api, dan kapal. Akan tetapi mayoritas pengangkutan muatan di koridor Surabaya dan Jakarta masih dilayani oleh angkutan truk. kepadatan arus distribusi kontainer di jalan raya seluruh Jawa mencapai 30 ribu unit truk kontainer. Hal ini berdampak pada kapasitas ruas jalan, sehingga beban jalan semakin meningkat. Dari fakta tersebut muncul wacana untuk mengalihkan moda transportasi yang sebelumnya diangkut menggunakan truk dialihkan menggunakan jasa angkutan kereta api ataupun kapal laut.
Penelitian ini bertujuan untuk menentukan perkiraan probabilitas pengelola jasa EMKL/Forwarder untuk beralih moda dari truk petikemas ke kereta api petikemas serta mengetahui karakteristik proses pendistribusian muatan barang. Metode yang digunakan dalam penelitian ini meliputi, wawancara, teknik stated preference dan analisis regresi logistik biner.
Hasil dari penelitian ini menunjukkan bahwa semakin banyak alternatif pilihan moda/kendaraan pada rute Surabaya – Jakarta akan berpotensi bagi responden untuk memilih kereta api petikemas dengan probabilitas 67.93 %, Semakin lama waktu tempuh menggunakan truk petikemas dan semakin murah biaya menggunakan kereta api petikemas dapat berpotensi terhadap probabilitas perpindahan moda, masing – masing mencapai 86 %, dan 43.53 %.

Currently the mobilization of freight transport from Surabaya to Jakarta
or otherwise served by three types of modes transport, including truck, train, and
marine vessels. But the majority of the freight transport cargo in the corridor
Surabaya – Jakarta is served by trucking. The current density distribution of
containers on the highway in Jawa reach 30 thousand units trucks. This has an
impact on the capacity of roads, so that the load capacity of roads was increase.
From these fact appear idea to transfer the mode of transportation, that is
transferred by train and marine vessels.
The purpose of this study is to estimate the probability EMKL service
/Forwarder manage to switch modes from container truck to containers railway
and to know the characteristics of the distribution process of the cargo. The
method used in this study include, interviews, stated preference techniques and
binary logistic regression analysis.
The results of this study indicate that a growing number of alternative
modes / vehicles on the route Surabaya - Jakarta will have the potential for
respondents to choose rail container with a probability of 67.93%, The longer the
travel time by truck container and the cheaper the cost of using rail containers can
potentially against modal transfer probability, respectively - each reached 86%,
and 43.53%.
