Abstract

Keberhasilan ataupun kegagalan dari pelaksanaan sering kali disebabkan kurang terencananya kegiatan proyek serta pengendalian yang kurang efektif., sehingga kegiatan proyek tidak efisien, hal ini akan mengakibatkan keterlambatan, menurunnya kualitas pekerjaan, dan membengkaknya biaya pelaksanaan. Keterlambatan penyelesaian proyek sendiri adalah kondisi yang sangat tidak diinginkan, karena hal ini dapat merugikan kedua belah pihak baik dari segi waktu maupun biaya. Dalam kaitanya dengan waktu dan biaya produksi galangan kapal harus bisa efisien mungkin dalam penggunaan waktu di setiap kegiatan atau aktivitas, sehingga biaya dapat diminimalkan dari rencana semula. Percepatan total durasi dalam suatu proyek kontruksi dilakukan dengan mempercepat kegiatan-kegiatan kritis dalam proyek tersebut. Untuk mengetahui mana saja kegiatan kritis dari suatu proyek, maka digunakan teknik Critical Path Method; yaitu dengan menggambar Network Diagramdari proyek tersebut, selanjutnya menghitung Earliest Event Time (EET), Latest Event Time (LET), laluTotal Float tiap kegiatan sehingga dapat diketahui mana saja kegiatan kritis dari proyek tersebut. Saat ini PT. PAL Indonesiamenginginkan percepatan total durasi pada salah satu proyek pembangunan kapalnya dengan bantuan software.Maka dari itu, analisa dikerjakan dengan bantuan tool berbasis Linear Programming bernama Solver yang terdapat pada Microsoft Excel, karena optimasi percepatan proyek tersebut dapat diselesaikan dengan persamaan linear.Analisa dimulai dengan menentukan persamaan linear, kendala linear, perhitungan batas percepatan serta perhitungan biaya percepatan yang dibutuhkan agar Solver dapat menyelesaikan kasus percepatan tersebut secara linear dengan hasil biaya percepatan yang paling minimum.Hasil dari running Solver menunjukkan bahwa PT. PAL dapat mempercepat proyek yang semula berdurasi 450 hari menjadi 350 hari dengan total biaya percepatan sebanyak Rp. 4.363.975.501,23bila mempercepat kegiatan A selama13 hari, kegiatan Cselama16 hari, kegiatan D sebanyak 1 hari, kegiatan F sebanyak 2 hari, kegiatan G sebanyak 3 hari, kegiatan K sebanyak 3 hari, kegiatan L sebanyak 1 hari, kegiatan M sebanyak 6 hari, kegiatan R sebanyak 17 hari, kegiatan W sebanyak 16 hari, kegiatan X sebanyak 16 hari, kegiatan AA sebanyak 2 hari, kegiatan AB sebanyak 16 hari, kegiatan AC selama 14 hari, dan kegiatan AD sebanyak 2 hari. ========================================================================================= The success or failure of execution often due to lack his planned project activities and control less effective., So that the project activity is not efficient, it will result in a delay, declining quality of employment, and increased costs of implementation. Delays in completion of the project itself is a very undesirable condition, because it can be detrimental to both parties in terms of both time and cost. In relation to the time and cost of production of shipbuilding should be efficient as possible in the use of time in any activity or activities, so that costs can be minimized from the original plan. Acceleration total duration of a construction project done by mem¬percepat critical activities in the project. To determine which critical activities of a project, then used a technique Critical Path Method; ie by drawing Network Diagram of the project, then calculate Earliest Event Time (EET), Latest Event Time (LET), and Total Float each activity so that it can be seen anywhere critical activities of the project. Currently, PT. PAL Indonesia wants the acceleration of total duration in one of the ship building project with the help of software. Therefore, the analysis is done with the help of tool-based Linear Programming Solver called contained in Microsoft Excel, because the optimization acceleration of the project can be completed with linear equations. The analysis begins with determining the linear equations, linear constraints, the calculation speed limits and the calculation of the cost of acceleration needed for Solver can solve the case acceleration linearly with the results per¬cepatan most minimum cost. Results of running Solver shows that PT. PAL can accelerate the project which was originally a duration of 450 days to 350 days for a total cost of Rp acceleration. A 4,363,975,501.23 when accelerating activity for 13 days, for 16 days of activities C, D activities as much as 1 day, 2-day activities as much as F, G activities as much as 3 days, as many as three days of activities K, L activities as much as 1 day, activities M as much as 6 days, the activities of R seba¬nyak 17 days, as many as 16 days of activities W, X activity by 16 days, AA activities as much as 2 days, activity AB by 16 days, conditioned activity for 14 days, and AD activities as much as 2 days.
