Abstract
Tugas Akhir ini membahas tentang pemilihan armada offshore supply vessel (OSV) yang optimum untuk menunjang pengiriman bahan makanan, bahan bakar, air tawar, dan pergantian kru di kawasan WMO dengan menggunakan metode optimasi. Penelitian ini dilatarbelakangi oleh kurang efektifnya pola operasi armada platform supply vessel dan crewboat yang ada saat ini sehingga menimbulkan biaya yang besar. Dengan demand per minggu yang sedikit tetapi memakai kapal yang besar akan memicu biaya yang besar, oleh karena itu perlu adanya perhitungan penentuan kapal yang optimum agar biaya operasional armada menjadi minimum. Dalam Tugas Akhir ini akan dibuat pilihan dua Alternatif yaitu alternative 1 menggunakan kapal CB dan kapal PSV, alternatif 2 menggunakan kapal CB yang difungsikan sebagai PSV juga. Pada Alternatif 1 dibuat beberapa Opsi CB dan Opsi PSV. Opsi CB dibuat 3 buat Opsi yaitu Opsi 1 CB (menghitung kembali kondisi saat ini), Opsi 2 CB, dan Opsi 3 CB. Dan Opsi PSV juga dibuat 3 opsi PSV kemudian dilakukan perbandingan hasil analisis Opsi CB dan Opsi PSV. Kemudian melakukan analisis Alternatif 2. Hasil penelitian menunjukkan, hasil perbandingan Alternatif 1 dan 2 terpilih alternatif 2 miliki biaya yang paling minimum yaitu sebesar Rp. 19,416,780,147.27 lebih rendah dibandingkan alternatif 1 yaitu sebesar Rp. 30,257,832,281.38. maka alternative 2 lebih efektif dibandingkan alternative 1. Hasil perbandingan Alternatif 1 dan 2 menyatakan alternatif 2 yang lebih efektif sehingga kapal yang dipakai adalah kapal CB 3 dengan kapasitas 50 Penumpang dan memiliki luas geladak 61 m2 yang dapat menampung 8 box petikemas 10ft atau 45 drum ukuran 1100 liter. Utilitas kapal CB 3 sebesar 39% maka hanya dibutuhkan 1 kapal untuk kebutuhan pengiriman logistik dan kru.

In this Final Project, will be talked about choosing the optimum offshore supply vessel (OSV) to be operated in West Madura Offshore to carried consumable goods such as fresh water, food supply, fuel oil and crew change by using optimization method. This research caused by ineffective operational of platform suspply vessel and crewboat that are existing so that caused a high operational cost, each platform has a slight amount of weekly demand but they used big PSV that would caused high operational cost. In this Research, will be made 2 alternatives such as alternative 1 will using 2 type of fleets (PSV and CB) and in alternative 2 will use CB but could be functioned as PSV. In alternative 1 will be made 3 options for PSV and CB, and 3 options for CB are incuded option 1 CB (analysis existing condition), option 2 CB is (CB with variant capacity and existing operational). option 3 CB is about distribution of goods using CB with variant capacity and calculated if frequency of distribution 2 times a month or 4 times a month. For Psv’s option made 3 options that we would compared later. And then do analyzing the alternative 2 and compared it with the result of the alternative 1. In the result of this research, the comparison between the alternative 1 and 2 was elected the alternative 2 because the alternative 2 has the most minimum cost Rp. 19,416,780,147.27 that was lower than the alternative 1 Rp. 30,257,832,281.38 so that we conclude the alternative 2 was more effective than the althernative 1. the alternative 2 use CB 3 that can accommodate 50 passengers, and 8 box of 10ft container or 45 drum with weight volume 1100 litre. Utility of CB 3 is 39% so that is only need one vessel for distribution of logistics and crew change.
