Abstract
Cikarang memiliki letak strategis di Kawasan Industri Jababeka pada pusat kawasan manufaktur terbesar di Jawa Barat dan di Indonesia, yang menjadi Kawasan Industri baik perusahaan multinasional maupun usaha kecil dan menengah (UKM). Kegiatan logistik yang ada berimbas terhadap kegiatan transportasi di daerah Jakarta dan Jawa Barat khususnya kawasan industri Cikarang sehingga dari tahun ke tahun terjadi kepadatan jalan di DKI Jakarta, khususnya pada jalur Pelabuhan Tanjung Priok menuju Cikarang. Diketahui Volume lalulintas harian rata-rata di Jalan Tol Jakarta-Cikampek selama setahun pada 2016 memaparkan bahwa lebih dari 200.000 kendaraan/hari di jalan utama, yang diluar kapasitasnya yakni 126.000 kendaraan/hari untuk 6 jalur. Tujuan dari penelitian ini adalah untuk menganalisis potensi sungai Cikarang Bekasi Laut dan perencanaan pembangunan kebutuhan fasilitas dengan layout dari desain konseptual Terminal Peti Kemas serta investasi pembangunan Inland Access Waterway. Penelitian akan dilakukan dengan membandingkan investasi terhadap pilihan kebutuhan jenis dermaga dan jenis alat terpilih. Dengan arus petikemas pada perencanaan pembangunan tahap pertama yang akan dilayani sebesar 195.257 TEUs, sedangkan perencanaan pembangunan tahap akhir yang akan dilayani sebesar 440.630 TEUs didapat skenario terpilih dengan kebutuhan dermaga ditahap akhir jenis dermaga pier untuk 8 tambatan dan 8 alat berupa Truck Crane, 18 Reach Stacker, dengan panjang dermaga 757,46 meter dan luas lapangan Penumpukan 17.556 m2 diperlukan investasi sebesar Rp.644.854.832.001.

Cikarang located in the strategic location in Jababeka Industrial Estate, which is the the center of the largest manufacturing district in West Java and in Indonesia. This location known as the industrial estate both multinational corporations and SME (Small Medium Enterprises). Existig logistics activities impact on transport activities in the Jakarta area and West Java Cikarang industrial estate, especially from year to year make impact to the density of roads in Jakarta, especially at Tanjung Priok port path toward Cikarang. According to the report in 2016, the volume of daily traffic average in the Jakarta-Cikampek toll road for a year shows that more tahn 200,000 vehicle per day in the main street, which is beyond the capacity off 126,000 vehicle per day for 6 lanes. The aim of this research is to analyze the potential of Cikarang Bekasi Laut River and to know development planning needs of the facility with the layout of container terminal accesa and Inland Acces Waterway construction investment. This research will be done by comparing the investment types pier needs and the type selected equipment. Based on the current value of container used in the construction of the first stage of conceptual design which will be serviced amounted to 195.257 TEUs and the value of final stage of conceptual design that will be served by 440.630 TEUs obtained the scenario chosen by the needs of the quayside in the final stages with mooring pier are 8 and 8 Truck Cranes, 18 Reach Stackers, with a quay length of 757,4 meters and the field stacking 17.556 m2 which needs amount of Rp. 644.854.832.001 total invesment.
