Abstract
Pentarifan TKBM ditentukan oleh keputusan menteri nomor 35 tahun 2007 dengan struktur dan formula yang sudah ditentukan tetapi keputusan menteri tidak berubah walaupun sudah direvisi beberapa kali sehingga formula dari struktur tersebut tidak relevan dengan keadaan sekarang. Setiap struktur dari pentarifan TKBM memiliki formula yang belum diubah sehingga perlu merasionalkan dengan keadaan saat ini. Peneliti melakukan survey lapangan untuk mengetahui jumlah TKBM dalam satu gang dan juga produksi yang dihasilkan dalam satu hari bekerja. Penulis melakukan rasionalisasi menurut peraturan pemerintah yang terbaru, undang-undang Indonesia, dan harga yang berlaku saat ini. Dalam hasil komparasi yang didapat untuk tarif TKBM stevedoring tarif termurah untuk fomula yang diusulkan yaitu sebesar Rp 102 per ton pada skenario shift 1 saat TKBM lembur pada hari kerja. Untuk tarif stevedoring general cargo tarif termurah terjadi saat shift 1 pada saat lembur kerja dan terjadi penambaah gang nilai dari tarif ialah Rp 115 per ton. Untuk tarif stevedoring bag cargo senilai Rp 540 per ton terjadi saat skenario shift 1 dengan keadaan jam lembur dan terjadi penambahan gang. Sedangkan tarif cargodoring general cargo tarif termurah sebesar Rp 1.618 per ton terjadi saat lembur jam kerja pada hari istirahat atau sabtu-minggu dengan shift 2. Tarif cargodoring bag cargo termurah adalah Rp 932 per ton terjadi saat lembur dan penambahan gang terjadi saat menggunakan shift 2. Faktor yang mempengaruhi tarif TKBM menurut analisis sensitivitas ialah jam kerja, jam lembur, penambahan gang dan barang berbahaya

Pricing TKBM is determined by the Minister's decision number 35 in 2007 with structure
and formula that's been determined but the Minister's decision does not change though the
revised several times so that the formula of the structure are not relevant to the present
situation. Every structure of pricing TKBM have a formula that has not been modified so
that the need to rationalise the current situation. Researchers surveyed the field to know the
number of TKBM in one aisle and also production produced in a single day of work. Author
of rationalization, according to the latest government regulations, laws, Indonesia and
current prices. In comparisons of results obtained for the price of the cheapest tariff for
stevedoring TKBM fomula proposed i.e. Rp 102 per ton on the shift scenario 1 when
TKBM overtime on weekdays. For the price of the cheapest tariff cargo general stevedoring
occurs when shift work overtime at time 1 and occur the tariff value of the gang is Rp 115
per tonne. For the price of the cargo bag worth of stevedoring Rp 540 per tonne occurs
when the shift scenario 1 with State overtime hours and the addition of a gang. While the
price of the cheapest rate cargodoring general cargo of Rp 1.618 per ton occurs when the
overtime hours of work on a rest day or Saturday-Sunday with shift 2. Cheapest rates
cargodoring cargo bag is Rp 932 per tonne and increased overtime occurs when the gang
happen when using shift 2. Factor that can increase a tariff for TKBM according to analisys
of sensitivity is main hours, outside working hours, gang increased, and dangerous good.
