Abstract
Untuk mengurangi disparitas harga di wilayah Jawa dengan wilayah timur serta daerah-daerah terisolir lainnya di Indonesia, pemerintah menggagas sebuah ide kebijakan yang dinamakan Tol Laut. Tol Laut merupakan sebuah layanan pelayaran yang murah, rutin, dan terjadwal untuk menjangkau pelabuhan-pelabuhan tertentu dengan alokasi muatan tertentu. Dalam pelaksanaan Tol Laut perlu dilakukan sebuah evaluasi sebagai sebuah bentuk pengukuran parameter tolok ukur keberhasilan. Evaluasi dilakukan dari tinjauan ekonomi, pasar, dan operasional kapal. Penelitian juga mencari alternatif rute untuk rute yang dirasa kurang efektif. Hasil penelitian menunjukkan dari tinjauan ekonomi, Tol Laut berdampak positif berupa penurunan grafik nilai indeks harga untuk komoditi harga tertentu yaitu minyak goreng sebesar rata-rata 4,652% dan daging sapi rata-rata 4,85%. Dari tinjauan pasar, terdapat dua rute yang bersinggungan dengan rute pelayaran niaga kapal swasta diantaranya Jakarta-Makassar dengan HHI 0,244 dan rute Makassar-Jakarta dengan HHI 0,360. Dari segi operasional kapal, armada kapal Tol Laut dioperasikan dengan rata-rata keseluruhan load factor adalah 0,569. Rata-rata utilitas kapal armada tol laut adalah 227%. Rekomendasi kebijakan adalah rute baru menggantikan Trayek-4. Rute tersebut adalah Surabaya-Serui-Wasior-Biak-Nabire-Manowari dengan unit cost sebesar Rp. 6.687,-/TEUs.nm

In order to reduce the price disparity in Java with any other area such as eastern Indonesia
and any other isolated teritory the governance initiated an idea of public policy which
called “Tol Laut”. Tol Laut is a cheap, routine, and scheduled shipping service provided
by Indonesian governance which reach some certain port and load any specified goods.
Due to implementation of this policy, need to do an evaluation a measurement parameter
of success. The evaluation done by the economic, market, and ship operational aspect.
This research also recommend for an alternative route fo this policy. The research result
shows that from the economic side Tol Laut give a positive impact that is price value
index reduction of the particular comodity. The average reduction rate is 4,652% for
Cooking Oil and 4,85% for beef comodity. From the market side, there are 2 routes that
coinside with any other shipping company. They were Jakarta to Makassar which has
HHI 0,244 and Makassar to Jakarta which has HHI 0,360. From the ship operational side,
Tol Laut ships were operated with average of load factor value is 0,569. The average of
utility of ships is 2,27%. The recommended policy is new route to subtitute the 4th route.
That is Surabaya-Serui-Wasior-Biak-Nabire-Manowari with the ammount of unit cost is
Rp. 6.687,-/TEUs.nm
