Abstract

Tujuan dari tugas akhir ini adalah mendapatkan informasi teknis dalam pembangunan
industri komponen peralatan tangkap beserta kelayakan investasi dari pembangunan industri
tersebut. Dalam hal ini diperlukan jumlah kebutuhan peralatan tangkap. Peralatan tangkap
merupakan segala jenis peralatan yang digunakan dalam operasi penangkapan ikan yang terdiri
atas kapal, alat tangkap dan alat bantu tangkap. Tugas akhir ini difokuskan industri yang
memproduksi jenis alat bantu tangkap berupa hauler yang terdiri dari 4 macam yakni net
hauler, line hauler, combined net&line hauler, dan powerblock. Penelitian diawali dengan
mengidentifikasi masalah yang terjadi, pengumpulan data primer & data sekunder, pengolahan
data berupa forecasting dengan metode time series, dan menganalisa secara teknis
pembangunan industri serta menganalisa secara ekonomis untuk kelayakan investasi
pembangunan industri komponen peralatan tangkap. Penelitian ini menghasilkan beberapa
informasi yakni jumlah kebutuhan komponen peralatan tangkap untuk line hauler sebanyak 874
unit, net hauler sebanyak 874 unit, combined net&line hauler sebanyak 356 unit dan
powerblock sebanyak 208 unit dimana disesuaikan dengan kebutuhan kapal ikan 6 GT – 30 GT.
Pembangunan industri komponen peralatan tangkap diperlukan luas tanah sebesar 4290 m2
dengan total luas bangunan tertutup sebesar 2689 m2 di Jalan Tuban-Gresik, Kemantren,
Paciran, Kabupaten Lamongan. Produk-produk komponen peralatan tangkap merupakan jenis
produk completely knocked down (CKD) dimana komponen-komponen utama setengah jadi
dibeli baik impor maupun lokal dan dirakit di industri ini. Rangkaian aktivitas industri ini antara
lain desain, fabrikasi & perakitan, pengecatan, instalasi elektrik & mekanik, inspeksi produk
hingga pengiriman dan instalasi pada kapal. Biaya investasi pembangunan industri ini sebesar
Rp 15.560.000.000,00 yang berupa biaya pembangunan, peralatan & permesinan, dan
administrasi pendirian industri. Payback Period terjadi pada 5 tahun 5 bulan dengan ROI
(return of investment) sebesar Rp 1.997.000.000,00 dengan Internal Rate of Retun (IRR)
sebesar 14,67% dimana nilai IRR lebih besar dari suku bunga pinjaman yang ditetapkan sebesar
12% sehingga investasi ini dapat dikatakan layak.

The purpose of this final project is to obtain technical information in building fishing gear
components industry along with investment feasibility of the building the industry. In this case,
it required the number of fishing gear needed. Fishing gear is all types of equipment used in
fishing operations consisting of boats, fishing equipment and fishing tools. This final project is
focused on industry that produce the type of fishing tools in the form of hauler that consists of
four types namely net hauler, line hauler, combined net & line hauler, and powerblock. The
study begins by identifying the problems that occur, the collection of primary data and
secondary data, data processing i.e forecasting by the method of time series, and analyzing
technically the construction industry as well as economically analyze for feasibility of fishing
gear component industry investment. The results of research give some information that the
required amount of fishing gear component on line hauler as many as 874 units, net hauler as
many as 874 units, the combined net & line hauler as many as 356 units and powerblock as
many as 208 units of which adapted to the needs of fishing vessels from 6 GT - 30 GT. Fishing
gear component industry required land area of 4290 m2 with a total building area of 2689 m2
on Jalan Tuban-Gresik, Kemantren, Paciran, Lamongan. The products of fishing gear
component are type of completely knocked down (CKD) product in which some main
components that half-finished purchased both local & import and assembled in this industry.
The series of industrial activities include design, fabrication and assembly, painting,
installation of electrical and mechanical, product inspection until delivery and installation on
ships. The investment cost from building the industry in amount of Rp 15.560.000.000,00 which
consist of development costs, equipment and machinery cost, and administration cost of
industrial establishments. Payback Period occurs in 5 years and 5 months along with ROI in
amount of Rp 1.997.000.000,00 and Internal Rate of Retun (IRR) at 14.67% which it higher
than fixed loan interest rate at 12 % so that the investment is feasible
