Abstract

Di tahun 2015 negara-negara di Asia Tenggara dihadapkan dengan
Masyarakat ekonomi ASEAN (MEA) yang bertujuan untuk mendapatkan
perekonomian ASEAN yang stabil, menguntungkan dan berdaya saing tinggi.
Penerapan MEA sendiri memungkinkan munculnya risiko yang dapat menjadi
peluang maupun ancaman bagi perusahaan. Maka perlu dilakukan identifikasi dan
analisa risiko, peluang dan ancaman yang mungkin terjadi sehingga perusahaan
dapat memiliki daya saing dan keunggulan pada saat penerapan MEA.
Identifikasi risiko dimulai dari studi literature untuk mengetahui variabel
yang terkait dengan pasar bebas dan konstruksi internasional, kemudian dilakukan
survey pendahuluan kepada beberapa responden terpilih untuk mengetahui
variabel-variabel yang relevan dan mengelompokan antara peluang dan ancaman.
Langkah selanjutnya adalah survey utama untuk mengetahui tingkat risiko yang
akan terjadi pada kontraktor dan hasilnya di analisa menggunakan metode Double
Probability Impact Matrix. Langkah terkahir adalah menentukan respon risiko
dengan survey wawancara ke beberapa responden terpilih. Populasi responden
yang ditentukan adalah kontraktor berkategori B2 dan B1 di Surabaya.
Penelitian ini menghasilkan empat peluang tertinggi yaitu memanfaatkan
teknologi konstruksi terbaru dan teknologi informasi; memenuhi kualifikasi nonteknis
dalam melakukan penawaran, baik dari kualifikasi manajemen perusahaan,
sumber pendanaan hingga kualifikasi personil perusahaan dan memiliki
kemampuan negosiasi pra tender maupun pasca tender; memiliki standar
kompetensi yang menjamin kualitas pekerja; dan mampu bernegosiasi dalam
mengatasi dan mengerti budaya kerja di negara tujuan ekspansi. Sedangkan 4
ancaman tertinggi antara lain bunga pinjaman modal yang cenderung meningkat
dan tidak stabil, baik dari sumber dana lokal maupun asing; terkena hambatan
tarif dan non tarif yang berlaku di negara tujuan ekspansi; terjadi fluktuasi inflasi
dan nilai tukar rupiah terhadap mata uang negara ASEAN; dan belum mengerti
tentang aturan dari serikat ketenagakerjaan di negara-negara ASEAN. Peluang
tertinggi direspon dengan memanfaatkan (exploit) peluang tersebut sebaikbaiknya
sehingga menghasilkan manfaat bagi perusahaan dan ancaman direspon
dengan mengurangi (mitigation) besarnya risiko sehingga kerugian terhadap
perusahaan berkurang.

ASEAN Economic Community (AEC) is a form of economic integration
among ASEAN countries in order to gain economic stability, profitable and
highly competitive. On the other hand the lack of knowledge of the MEA resulted
contractor in Indonesia lost in competition, both from fellow contractors in
Indonesia and other countries within ASEAN. Application of MEA itself allows
the emergence of risks that can be both opportunities and threats for the company.
It is necessary to identify and analyze the risks, opportunities and threats that may
occur so that the company can have competitiveness and excellence in the
application of MEA.
Risk identification starting from literature study to determine which
variables are associated with free markets and international construction, then a
preliminary survey conducted to several selected respondent to determine a
relevant variables and separating between opportunities and threats. The next step
is a major survey to determine the level of risk that will occur at the contractor
and the results will be analyze using Double Probability Impact Matrix. The last
step is to determine the risk response with interview to some selected respondents.
This research resulted in four highest opportunity such as capable of
utilizing latest construction and information technology, qualified non-technical in
the offering, both qualification on management of the company, sources of
funding, up to qualified personnel of the company and have the ability to
negotiate pre-tender and post-tender, has the competency standards that ensure the
quality of workers, able to negotiate to overcome and understand the work culture
for expansion in the destinated country. While the 4 highest threats include capital
interest of loans are likely to increase and unstable, both local and foreign funding
sources, affected by tariff barriers and non-tariff that applied in the destined
expansion country, inflation fluctuation of rupiah exchange rate occurred against
other ASEAN currencies, and have not understand about the rules of union labor
in the ASEAN countries. Oportunities responded by exploiting these opportunities
to the fullest and generate benefits for the company, and the threat responded by
reducing (mitigate) the magnitude of the risk, so that the company's losses can be
reduced.
