Abstract
Salah satu aspek penting dalam perencanaan infrastruktur
jaringan seluler adalah Base Transceiver Station (BTS) yang merupakan
sebuah pemancar dan penerima sinyal telephone seluler. Di satu sisi,
peningkatan jumlah menara memang akan mendukung tercapainya
pemenuhan kebutuhan masyarakat terhadap layanan telekomunikasi.
Namun di sisi lain, penempatan menara yang tanpa perencanaan serta
koordinasi yang tepat akan menimbulkan jumlah menara yang berlebih
sehingga dapat mengganggu estetika lingkungan, tata ruang suatu
wilayah, dan radiasi gelombang radio yang tidak terkontrol sehingga
sangat mengganggu.
Berdasarkan permasalahan diatas, maka dapat diselesaikan
dengan cara menyusun suatu master plan yang lengkap dan rinci tentang
penataan lokasi menara di Kabupaten Mojokerto untuk lima tahun
mendatang. Penataan lokasi menara dilakukan dengan menggunakan
algoritma Differential Evolution (DE) untuk menemukan solusi penataan
menara yang baik berdasarkan luas cakupan area sel yang dihasilkan,
kemudian menggunakan software MapInfo sebagai media visualisasi
peta lokasi penempatan menara telekomunikasi.
Dalam perancangan menara BTS tahun 2019, Kabupaten
Mojokerto membutuhkan 106 menara BTS 2G dan 36 menara BTS 3G.
Penempatan menara BTS 2G dan 3G menggunakan algoritma
differential evolution mampu mengoptimalkan 2,94% dari luas wilayah
Kabupaten Mojokerto.

One important aspect of cellular network infrastructure
planning is a Base Transceiver Station (BTS), which is a transmitter and
receiver cellular telephone signal. An increase in the number of towers it
will support the achievement of community needs for
telecommunications services. But the placement of tower without proper
planning and coordination will cause excessive number of towers that
can interfere with the aesthetics of the environment, spatial region, and
RF radiation are not controller so very disturbing.
Based on the above issues, it can be solved by preparing a
master plan detailing the arrangement of tower location in Mojokerto
regency for the next five years. Structuring the location of the tower is
done by using the Differential Evolution (DE) algorithms to find a good
solution tower arrangement based on the broad scope of resulting cell
area, then use map visualization software MapInfo as media placement
location of telecommunication towers.
In the design of joint tower BTS at 2019, Mojokerto requires
106 joint tower BTS 2G and 36 joint tower BTS 3G. Result of design a
placement of joint tower BTS 2G and 3G using differential evolution
able to optimization 2,94% of Mojokerto area.
