Abstract
Delay merupakan salah satu masalah di Bandara yang
merugikan bagi penumpang maupun maskapai baik secara materi
maupun waktu. Di Bandara Internasional Juanda rata- rata delay
kedatangan pesawat lebih dari 30 menit dengan prosentase 25%.
Sedangkan rata – rata delay keberangkatan lebih dari 30 menit
dengan prosentase delay keberangkatan sebesar 20%. Angka
delay dapat diperparah dengan adanya kenaikan pergerakan
pesawat sebesar 9% pertahun berdasarkan forecast tahunan
Bandara Internasional Juanda.
Untuk mengetahui faktor penyebab delay, digunakan
metode simulasi. Simulasi dilakukan dengan mencari waktu
antrian pesawat terhadap pemakaian runway, antrian akan
kebutuhan truk bahan bakar, bus penumpang untuk pesawat.
Simulasi dilakukan dengan menjadwalkan pesawat sesuai jadwal
kemudian pesawat dibedakan dengan jenis pesawat, tujuan
terminal, lama ground handling, lama melalui taxiway kemudian
di set dengan atribut estimasi kedatangan dan keberangkatan.
Program dijalankan kemudian dilihat waktu antrian untuk masing
– masing lama antrian pemakaian runway, truk bahan bakar dan

bus. Kemudian dilakukan evaluasi antrian yang terjadi dapat
menyebabkan keterlambatan pesawat dengan fasilitas yang ada
sekarang. Kemudian dengan pertumbuhan pesawat 9% pertahun
maka antrian akan meningkat dengan meningkatnya waktu
antrian dapat menyebabkan meningkatnya angka keterlambatan
sehingga perlu adanya evaluasi antrian di runway, dan juga
penambahan fasilitas truk bahan bakar serta bus penumpang.
Berdasarkan hasil simulasi tahun 2013 prosentase
keterlambatan keberangkatan pesawat 30% sedangkan pada tahun
2018 47%. Faktor penyebab delay di Bandara Juanda adalah
faktor non teknis operasional yaitu keterlambatan kedatangan
pesawat dengan penambahan waktu delay disebabkan oleh
adanya antrian bus ataupun bahan bakar dan runway.

To determine the cause of the delay, used simulation
methods. Simulation is done by finding the best time to use the
runway queue, the queue for fuel truck, bus passengers to the
aircraft. Simulations carried out by aircraft scheduling on
schedule then the plane is distinguished by the type of aircraft,
destination terminal, ground handling time, taxiways time in the
set with the estimated arrival and departure attributes. The
program starts and see queuing time for each queues for
occupation runway, fuel trucks and buses. Then the evaluation
queue could cause delays plane with existing facilities. Then the

plane growth of 9% every year then the queue will increase with
time queuing delay can lead to increased rates so that the need
for evaluation of the queue on the runway, and also the addition
of a fuel truck facilities and bus passengers.
Based on the simulation results of 2013 the percentage of
flight departure delays of 30%, while in 2018 47%. Factors
causing delay in Juanda Airport is a non-technical factors that
delay the arrival of aircraft operations with the addition of a time
delay caused by a bus queue or fuel and runway.
