Abstract
Wilayah tertinggal adalah wilayah yang tingkat
kemajuannya relatif lebih rendah dibandingkan dengan wilayahwilayah
lain, sehingga untuk mengatasi wilayah tersebut
diperlukan penyediaan fasilitas jaringan transportasi yang dapat
menjangkau daerah lain dengan mudahnya. Di wilayah regional,
peranan jaringan transportasi sangat penting. Selain sebagai
fasilitas pendorong (supply & demand) dalam meningkatkan
kemajuan suatu wilayah, juga sebagai ukuran tingkat
keberhasilan ekonomi wilayah. Permasalahannya, bagaimana
hubungan jaringan transportasi tersebut, yaitu berupa tingkat
aksesibilitas jalan dengan PDRB kota/kabupaten suatu wilayah.
Jawa Timur dipilih sebagai lokasi wilayah studi.
Untuk melakukan analisa diatas, diperlukan data peta
jaringan jalan dan data PDRB tiap kota/kabupaten. Dilanjutkan
dengan analisa grafik jaringan dan matrik jarak tempuh
terpendek menghasilkan angka keterkaitan seluruh jaringan
jalan. Angka keterkaitan setiap kota/kabupaten dicari rataratanya,
kemudian dapat ditentukan urutan tingkat aksesibilitas
masing-masing. Analisa akhir dalam menentukan hubungan
diatas dapat menggunakan analisis regresi.
Berdasarkan hasil analisa, koefisien regresi hubungan
angka keterkaitan dengan PDRB sebesar 0,237. Angka tersebut
berarti kecilnya korelasi hubungan antar kedua variabel tersebut.
Beberapa faktor dapat menjelaskan hal tersebut diatas, seperti:
pengaruh PDRB yang besar selain akibat aksesibilitas wilayah,
juga karena adanya potensi wisata, adanya
pertambangan,memiliki aksesibilitas jaringan transportasi laut,
udara.

Rural poverty is area which has lower income than other
neighborhood, so to overcome this problem, it is required
increasing the facility of transportation network, so it could reach
another place easily. In the regional scope, transportation
network is high priority. Besides, it has a role as promoting
facility (supply and demand) to accelerate development of
neighborhood, it also be a measurement of economic succession.
The problem is, how the relationship between road accessibility
level and high/low income in neighborhood. East Java is chosen
as a study location.
To analyze the problem on above, it is needed road
network map data and Gross Domestic Product (GDP) in each
city/district. And it’s continued by network graph and shortest
path problem matrix and finally connectivity index is resulted.
Then, the average of connectivity index in each city/district is
looked for, and it could be found the sequence of accessibility
level. Last calculation could be used regression analyzing.
Based on analyzing result, correlation between
connectivity index and neighborhood income (GDP) using
regression coefficient is 0.23. It means there is a weak linear
relationship between both of variable. The reason why that thing
happened is: there is other influence that caused of road
accessibility level except income including neighborhood nature
potential, mining potential income, and accessibility comes not
from the pavement road, like seaways, airways, or railways.
