Abstract
Pulau Nias adalah salah satu pulau yang rawan dan rentan terhadap bencana alam, itu
terbukti dengan historis gempa yang dialami pada tanggal 28 Maret 2015 yang
berkekuatan 8,7 skala Richter yang menyebabkan korban jiwa yang mencapai 138 orang.
Selain rawan gempa, Pulau Nias juga rawan terhadap ancaman tsunami yang diawali
gempa dengan skala besar. Kabupaten Nias Selatan memiliki empat pulau besar utama
yaitu Pulau Tanah Bala, Tanah Massa, Tello dan Pulau Pini. Bentuknya yang berupa
kepulauan serta terpisah dari pulau utama yaitu Nias menjadikan pulau – pulau tersebut
rawan terhadap kekurangan logistik bencana yang mendasar seperti peralatan kesehatan /
medical kit, makanan dan juga obat – obatan. Tugas Akhir ini bertujuan untuk
mendapatkan pola operasi distribusi logistik bencana serta menentukan jenis dan ukuran
kapal yang paling optimal agar memenuhi jumlah logistik korban terdampak serta waktu
distribusi yang sesingkat mungkin. Teori pola operasi yang digunakan dalam Tugas Akhir
ini adalah dengan teori multiport calling serta menggunakan metode Travelling Salesman
Problem (TSP) guna memperoleh rute yang optimal dengan objektif utama adalah
minimum waktu. Hasil analisis perhitungan menunjukkan jenis kapal paling sesuai adalah
jenis Landing Craft Tank (LCT) dengan ukuran optimal panjang (Lpp) 64,92 meter, lebar
(Bm) 14,12 meter, tinggi (H) 4,69 meter serta sarat (T) 3,13 meter. Rute paling optimal
adalah Sibolga (Homebase) – Nias Selatan – Pulau Tanahmasa – Pulau Tello – Pulau Pini
dan terakhir Pulau Tanah Bala dengan asumsi tidak ada muatan balik. Pola operasi
multicalling port divariasikan menjadi dua buah skenario yaitu skenario stand by dan
skenario immediate respond per supply point, dimana skenario stand by memperoleh biaya
transportasi sebesar Rp. 322 juta dengan subsidi sebesar Rp. 72,9 juta per trip saat load
factor 100%. Skenario immediate respond per supply point memperoleh biaya transportasi
dan subsidi sebesar Rp. 1 miliar per satu bulan durasi penanganan bencana.

Pulau Nias is also likely to expose threat of tsunami initiated by staggering-scale
earthquake. Their archipelago state and are separated from main island (Pulau Nias)
addressing those four islands be prone to lacking of essential logistic of disaster such as
medical kit, food and medicines as well. This Final Project is aimed to obtaining logistic
of disaster distribution pattern and determining ship type and its optimum main
dimension for which to fulfilling logistic quantity needed by any casualties as well as
truncating distribution time taken. Theories of operation pattern applied within this Final
Project were theory of multiport calling and Travelling Salesman Problem (TSP) in
which ultimately acquired optimum route alongside with minimum duration as its
primary objective. Analysis result had shown the most appropriate ship type is Landing
Craft Tank (LCT) with its optimum dimension as follow: length (Lpp) of 64.92 meter,
breadth (Bm) of 14.12 meter, height (H) of 4.69 meter and draft (T) of 3.17 meter.
Optimum route given is Sibolga (homebase) – Nias Selatan – Pulau Tanahmasa – Pulau
Tello – Pulau Pini and culminated in Pulau Tanah Bala with assumption of no load
returning. Operation pattern of multicalling port was differed into two scenarios: standby
scenario and immediate respond per supply point scenario, which first scenario had
generated transport cost at Rp 322 million and subsidy accounted as much as Rp 72.9
million per trip upon 100% load factor. Other scenario had yielded transport cost and
subsidy in amount of Rp 1 billion per one-month period of disaster mitigation.
