Abstract

Indonesia dengan karakteristik wilayah kepulauan memiliki keuntungan dan kelemahan
tersendiri. Memiliki banyak pulau mengharuskan Indonesia memiliki sistem logistik yang
terencana dan terimplementasi dengan baik. Hal ini dikarenakan urgensitas menghubungkan
banyak pulau di Indonesia sehingga mampu mendongkrak ekonomi negara secara
keseluruhan. Ada dua jenis layanan transportasi laut yang beroperasi dalam rangka
menghubungkan banyak pulau di Indonesia, yaitu: Pelayaran Rakyat (PELRA) dan Pelayaran
Nasional (PELNAS). PELRA merupakan layanan transportasi laut yang bersifat tradisional
dengan menggunakan kapal layar, kapal layar motor, dan kapal motor sederhana. PELNAS
atau yang lebih dikenal sebagai pelayaran dalam negeri merupakan jenis layanan transportasi
laut yang sering dipakai oleh konsumen pengguna jasa. Hal ini dikarenakan armada yang
lebih modern dan nyaman sehingga pelayanan transportasi dapat berjalan secara efisien. Dari
hasil perhitungan didapatkan bahwa daya saing dua layanan transportasi laut pada kondisi
eksisting dengan load factor 100% berada pada jarak 412,008 nautical mile. Pada kondisi
penambahan 1 unit alat bongkar-muat daya saing dua layanan transportasi laut tersebut berada
pada jarak 432,631 nautical mile. Pada kondisi penambahan 1 knot kecepatan kapal daya
saing dua layanan transportasi laut tersebut berada pada jarak 758,523 nautical mile. Pada
kondisi load factor 25% daya saing dua layanan transportasi laut tersebut berada pada jarak
456,921 nautical mile. Pada kondisi load factor 50% daya saing dua layanan transportasi laut
tersebut berada pada jarak 449,316 nautical mile.

Indonesia with the characteristics of archipelago has its own advantages and drawbacks. With
thousand of island, Indonesia must have a well planned and good implemented logistic
system. This is because the urgency to connect the islands in Indonesia soa as to boost the
nation’s economy as whole. There are two types of maritime transport services that operate in
order to connect islands in Indonesia, namely: Traditional Shipping (PELRA) and National
Shipping (PELNAS). PELRA is a marine transportation service that use a sailing ship, sailing
boat motors, and simple boat motors. PELNAS or better known as the domestic shipping is a
type of marine transportation services are often used by consumer service users. This is
because the fleet is more modern and convenient transportation services that can be run
efficiently. From the calculation resulted that competitiveness between these two marine
transport service operator with existing condition and 100% load factor positioned on 412,008
nautical mile. When added by 1 unit of cargo handling equipment, the competitiveness
positioned on 432,631 nautical mile. When added by 1 knot of vessel speed, the
competitiveness positioned on 758,523 nautical mile. When the load factor is 25%, the
competitiveness positioned on 456,921 nautical mile. And when the load factor is 50%, the
competitiveness positioned on 449,316 nautical mile.
