Abstract

Pangkalan Angkatan Laut (Naval Base) yang berada di wilayah suatu negara mempunyai peranan yang penting sebagai tempat pengembangan kekuatan laut ke daerah operasi atau “Deployment forces position” dan juga sebagai “Home Base” yang memiliki kriteria five R : Rest, Refresh, Refuel, Repair and Replenishment. Pada gelar operasi kehadiran di laut, Pangkalan juga memiliki peranan penting berkenaan dengan penerapan efisiensi dan efektifitas operasi menggunakan taktik Pangkalan sebagai titik markas pengamanan wilayah. Beberapa model penentuan lokasi telah banyak dikembangkan, namun demikian mempunyai kelemahan yaitu dalam hal pendekatan keberlanjutan lokasi sebagai suatu dinamika sistem antar aspek yang berinteraksi, sehingga perubahan dinamika sistem telah menyebabkan beberapa Pangkalan mengalami ancaman degradasi, artinya pangkalan tidak berfungsi sebagaimana fungsi asasinya. Penelitian ini bertujuan untuk mendapatkan suatu Model Penentuan Lokasi Pangkalan Angkatan Laut berbasis keberlanjutan dari aspek Teknis, Ekonomi dan Politik yang saling berinteraksi. Pada aspek teknis akan ditinjau dari variable performansi pangkalan (hidro-oseanografi, kedalaman alur, kemampuan suplai logistik, material dan personel). Pada aspek ekonomi ditinjau dari variable perkembangan ekonomi industri maritim yang berpengaruh pada ketersediaan lahan pangkalan. Sedangkan pada aspek politik ditinjau dari kerawanan daerah pangkalan. Case study yang digunakan adalah lokasi Pangkalan AL yang telah ada (existing) untuk dipilih dikembangkan atau dinaikkan statusnya menjadi Pangkalan Angkatan Laut Utama yang sustainable dalam mendukung tugas-tugas Angkatan Laut Indonesia. Model yang digunakan merupakan pengembangan konsep pemilihan lokasi Set Covering yang diintegrasikan dengan metode Fuzzy MCDM dan System Dynamic menjadi satu kesatuan model. Skenario kebijakan stakeholder (TNI AL dan Pemda sebagai player) dilakukan dalam game theory untuk mendapatkan pay-off yang kompromi dalam mendapatkan keberlanjutan / sustainabilitas pangkalan melalui bentuk skenario kooperarif dan non kooperatif antar player. Hasil akhir dari penelitian ini adalah didapatkannnya Model Penentuan Lokasi Pangkalan Angkatan Laut berbasis keberlanjutan yang mampu menjadi solusi permasalahan pemilihan lokasi, model bersifat generik dan dapat dimodifikasi, sesuai kondisi dan state masing masing daerah/negara. Hasil case study model ini mendapatkan Pangkalan Angkatan Laut Timika dan Sangatta sebagai pangkalan yang yang mempunyai bobot paling tinggi untuk dikembangkan sebagai Pangkalan Utama sesuai Skenario Pesimistik dan Optimistik.

Naval Base located in the state working area play significant roles as the deployment forces positions as well as the home-bases having five R: Rest, Refresh, Refuel, Repair and Replenishment. In the presence of the operation forces, Naval Bases also have an important task related to the application of operation effectiveness and efficiency by using the Base Tactics as the spots of the area pacification. Some spot determination models have been greatly developed but having some weaknesses such as in the term of location sustainability approach as a system dynamics among the interacted aspects. So the change of the system dynamics has caused some Bases undergoing the degradation threat. It means that the Bases do not function as the fundamental one. This research is aimed to find out a Determination Model of Naval Base Location referred to the sustainability from the mutual interacted Technical, Economical and Political aspects. In the technical aspect, it will be viewed from the variables of the base performance (hydro-oceanography, channel depth, logistics supply capability of materials and personnel). In the economical aspect, it is observed from the economic development variables of maritime industries influencing the availability of the base areas, meanwhile in the political aspect, it is watched from the susceptibility of the base area. The used case study is the existing Naval Bases to be selected, developed and upgraded as the sustainable Naval Bases in supporting the Indonesian Navy duties. The used model is the concept development of spot determination using Set Covering collaborated with the concept integration between Fuzzy MCDM and System Dynamics as a model unity. The scenario of stakeholder policy (Indonesian Navy and Local Government as the players) is done by game theory to get the compromised pay-off in gaining the value of the Base sustainability in the form of cooperative and non-cooperative scenarios. The final result of this research is by finding out the Determination Model of Naval Bases Location referred to the Sustainability, it is expected to be able to be the existing problem solving and can be used as the spot determination of particularly Naval Bases or the other location in general based on the condition and state of the area/country. This case study model results Timika and Sangatta Naval Bases as the most ready ones to be developed as scenario and loading value based on the modeling.
