Abstract

Pegawai BATAN terdiri dari jabatan yang merupakan jenjang karir yang terbuka dan dapat dititi secara mandiri oleh seorang PNS. Jabatan fungsional juga merupakan sarana dan wahana bagi pembinaan dan peningkatan kemampuan PNS sehingga menjadi sumber daya manusia yang profesional dalam koridor etika ilmiah yang perlu dihormati dalam bidang masing-masing. Pegawai jabatan fungsional BATAN dalam meningkatakan kemampuannya dibantu oleh BSDMO. Terdapat beberapa kegiatan pelayanan yang diberikan BSDMO kepada jabatan fungsional BATAN. Untuk mengetahui kualitas pelayanan, maka perlu dilakukan evaluasi mengenai tingkat kepuasan pegawai. Oleh karena itu akan dilakukan perhitungan indeks kepuasan, analisis gap dan analisis diskriminan. Perhitungan indeks kepuasan menunjukkan kegiatan fungsional memiliki mutu pelayanan puas (B). Berdasarkan analisis gap yang telah dilakukan, prioritas perbaikan yang harus dilakukan oleh BSDMO terhadap pelayanan jabatan fungsional adalah mudah mendapatkan informasi tata cara di BSDMO (X1.1), petugas melak-sanakan pelayanan tepat waktu sesuai jadwal pelayanan (X1.2), petugas cepat dalam melayani pegawai (X2.2), dan petugas dalam melayani tidak membedakan golongan/status (X4.2). Analisis diskriminan menunjukkan seluruh variabel memberikan perbedaan antar kelompok atau pegawai yang merasa tidak puas, cukup puas, puas atau sangat puas pada setiap masing-masing kegiatan jabatan fungsional.

An employee position in National Atom Energy Agency is a position with an open path which can be reached willingly by any civil servant who works there. Functional position is a medium for developing the quality of the employees to be professional workers with strict science ethic code which is fully respected in their sectors. The people who assemble in this position is assisted by BSDMO in order to contribute some good service activities. These activities need to be tested as the consideration of good quality service using the satisfaction level evaluation as the instrument of analysis. A calculation of satisfaction index, gap analysis, and discriminant analysis were conducted with the functional position’s activity as the object. In conclusion, the calculation of satisfaction index showed that functional activity has fulfilled satisfied service quality (B). Based on gap analysis, BSDMO needs to work on their information procedures from BSDMO to Functional Position (X1.1). The research revealed that the officers provide service according to the schedule (X1.2), they are efficient (X1.3), and they take no side in serving the employee (X1.4). As a final point, discriminant analysis disclosed entire variables make the categorization between each group or employee who feels unsatisfied, satisfied enough, satisfied and very satisfied toward each functional position’s activity.
