Abstract
Tujuan dari penelitian ini adalah memodelkan ketimpangan pendapatan regional dengan pendekatan pertumbuhan ekonomi di daerah tertinggal agar kondisi perekonomian daerah tersebut tidak semakin memburuk. Berdasarkan model yang terbentuk akan diketahui variabel-variabel yang berpengaruh signifikan terhadap pertumbuhan ekonomi di daerah tertinggal Jawa Timur menggunakan analisis regresi panel. Berdasarkan analisis didapatkan bahwa PDRB sektor pertanian, tenaga kerja sektor pertanian, luas lahan sawah serta produksi tanaman pangan tertinggi di Jawa Timur adalah Kabupaten Jember sedangkan pendapatan asli daerah tertinggi di Jawa Timur adalah Kota Surabaya, ketimpangan pendapatan regional Jawa Timur tahun 2008 hingga 2015 bertaraf tinggi karena nilai indeks williamson lebih dari 0,5 , terdapat 22 kabupaten yang termasuk daerah tertinggal berdasarkan klasifikasi tipologi klassen, faktor-faktor yang berpengaruh terhadap pertumbuhan ekonomi di daerah tertinggal Jawa Timur tahun 2008 sampai tahun 2015 dengan efek individu yaitu adalah tenaga kerja sektor pertanian, pendapatan asli daerah, luas sawah serta produksi tanaman pangan dengan kebaikan model sebesar 98,38%.

The aim of this study is create a model of regional income disparities with approach of economic growth in undeveloped regions so that economic condition of the region is not getting worse. Based on model, obtained that the variable significantly affected to economic growth factors in undeveloped regions East Java using by panel regression. Based on analysis, it is known that the highest GDP of agricultural sector, labor of agricultural sector, area of wetland and production of food crops in East Java is Jember Districs and the highest locally generated revenue is Surabaya Cities, the problem of regional income disparities in high level caused by williamson index more than 0.5, twenty two districts in East Java inclued undeveloped regions based on klassen tipology, the affect of economic growth factors in undeveloped regions East Java in 2008 until 2015 with the individual effect is labor of agricultural sector, locally generated revenue, area of wetland and production of food crops with goodness of model is 98,38%
