Abstract
Terumbu karang merupakan ekosistem unik perairan
tropis dengan tingkat kesuburan, keanekaragaman biota, dan nilai
estika yang tiggi, namun juga termasuk biota yang paling peka
terhadap perubahan kualitas lingkungan. Termasuk juga pada
terumbu karang yang berada di perairan PLTU Paiton, dimana
dengan aktifitas sebagai pembangkitan listrik dapat menyebabkan
perubahan kualitas lingkungan perairan PLTU Paiton yang
signifikan, yang akan mempengaruhi faktor pembatas
pertumbuhan terumbu karang. Dijelaskan dalam Peraturan
Menteri Lingkungan Hidup No. 51 Tahun 2004 tentang Baku
Mutu Air Laut untuk Biota Laut, dimana faktor TSS dan
transparansi merupakan faktor penting dalam pertumbuhan dan
kehidupan terumbu karang, sehingga diperlukan pemantaun
konsentrasi TSS dan transparansi untuk monitoring kondisi
terumbu karang tersebut.
Dalam penelitian ini dikembangkan algoritma empiris
yang sesuai untuk estimasi konsentrasi TSS dan transparansi
perairan serta untuk pemetaan konsentrasi TSS dan transparansi
di perairan PLTU Paiton menggunakan metode penginderaan jauh
dengan data citra satelit Worldview – 2.
Algoritma empiris yang sesuai untuk estimasi konsentrasi
TSS adalah persamaan regresi model polinomial orde 2 dengan
transformasi kromatisiti kanal 3 yaitu TSS = 3365x2 - 910,33x +
63,507, sedangkan algoritma untuk transparansi perairan adalah
persamaan model regresi eksponensial dengan transformasi rasio
logaritma kanal 1 dengan logaritma kanal 3 yaitu transparansi =
1000000000e-24,93x.
Konsentrasi TSS di perairan PLTU Paiton memiliki nilai
yang sangat normal dimana antara 5 mg/L – 20 mg/L, sedangkan
nilai transparansi di PLTU Paiton termasuk memiliki transparansi
tinggi yaitu rata-rata antara 15 – 25 meter.
Dari hasil zonasi di perairan PLTU Paiton, wilayah
perairan yang sesuai untuk kehidupan terumbu karang seluas
14,227 km2, sedangkan wilayah yang kurang sesuai untuk
kehidupan terumbu karang seluas 2,293km2.

Coral reef is one of the tropical ocean’s ecosystem
equipped with not only high fertility rate, diverse biota and high
aesthetics value but also act as a sensitive indicator of
environment’s quality changes. One of those is located in coastal
area of PLTU Paiton, East Java; where huge activity of
electricity generation could alter the quality of PLTU Paiton’s
surrounding waters significantly, which become one of a kind of
coral reef’s growth rate limitation factor. Decreed in
Environment Minister Decree Number 51, 2004 about Sea
Water’s Quality Standard for Oceanic Biota; TSS and
transparency of sea water are two of important factors for coral
reef’s growth and quality of life. Those lead to an urgency of
monitoring effort for TSS and transparency condition of sea
waters in order to understand the condition of corresponding
coral reefs.
This research’s purpose was to apply an empirical
developed algorithm for TSS concentration and sea waters
transparency estimation using remote sensing method, then the
obtained results used for TSS concentration and sea waters
transparency estimation mapping of PLTU Paiton’s coastal
waters. Data used in this research were Worldview-2 satellite
imagery.
The result of this research was application of an
empirical algorithm for TSS concentration estimation the 2nd
order polynomial regression model which used band 3 as the
chromaticity transformation band, formed in TSS = 3365x2 –
910.33x + 63.507. Another result was exponential regression
model which used ratio of band 1 and band 3 as the
transformation, formed in transparency=1000000000e-24.93x.
Based on the research’s empirical algorithm, PLTU
Paiton’s coastal waters had normal TSS concentration, valued
from 5 mg/L to 20 mg/L, while its transparency value was 15-25
meters; it classified as high-transparent sea waters.
A zonal analysis was also done in this research to classify
places suited for coral reefs, and 14.227 km2 was regarded as
viable area for coral reefs, while 2.293 km2 classified otherwise.
