Abstract
Perkembangan dunia telekomunikasi di Indonesia saat ini sudah sangat pesat, terutama pada bidang komunikasi selular. Hal tersebut ditandai dengan semakin banyaknya teknologi nirkabel (wireless) yang telah digunakan oleh hampir seluruh masyarakat yang ada di Indonesia. Menurut Asosiasi Telekomunikasi Seluler Indonesia (ATSI), tercatat hingga akhir tahun 2011, jumlah pelanggan telepon seluler mencapai 250 juta pelanggan. Hal tersebut yang melatar belakangi beberapa operator penyedia jasa layanan telekomunikasi di Indonesia berlomba - lomba dalam menyediakan jaringan komunikasi bagi pelanggan mereka agar dapat memenuhi permintaan konsumen terhadap kebutuhan komunikasi yang semakin meningkat setiap tahunnya. Salah satunya adalah PT. Telekomunikasi Selular (Telkomsel). Untuk meningkatkan kualitas jaringan guna mendukung kegiatan bisnis, Telkomsel membangun beberapa Base Transceiver Station (BTS) guna memperkuat coverage area jaringan sinyal komunikasi dari produk mereka. Tower BTS dibangun dibeberapa area yang tersebar di seluruh Indonesia. Perusahaan seringkali mengalami kendala dalam proses pentuan jumlah BTS yang optimal. Penentuan jumlah BTS harus tepat agar efektif dan efisien dan tidak mengeluarkan terlalu banyak biaya sehingga tidak menimbulkan kerugian bagi perusahaan.
Dari permasalahan tersebut, penelitian tugas akhir ini bertujuan untuk membangun sebuah Sistem Informasi Geografis (SIG) yang dapat membantu perusahaan dalam proses optimasi penentuan jumlah BTS yang optimal dengan menyediakan informasi yang dibutuhkan untuk proses pengambilan keputusan. Penelitian tugas akhir ini menggunakan metode Integer Linear Programming yang merupakan metode optimasi yang dapat digunakan untuk menyelesaikan suatu problema matematika dari model permasalahan yang mempunyai fungsi tujuan dan melibatkan batasan masalah agar mendapat hasil yang paling optimal.
Sehingga diharapkan penelitian tugas akhir ini dapat membantu perusahaan dalam pengambilan keputusan terkait dari optimasi penentuan jumlah BTS yang optimal bagi PT. Telekomunikasi Selular (Telkomsel) Regional Jawa Tengah & DIY, Semarang.
Aplikasi yang akan dikembangkan nantinya adalah berbasis Sistem Informasi Geografis dengan menggunakan bahasa pemrograman HTML5, CSS3, JAVASCRIPT, dan PHP.

The development of telecommunications in Indonesia is now very rapidly, especially in the field of mobile communications. It is marked by the increasing number of wireless technologies (wireless) which has been used by almost all people in Indonesia. According to the Asosiasi Telekomunikasi Seluler Indonesia (ATSI), recorded by the end of 2011, the number of mobile phone subscribers reached 250 million subscribers. That the background of several operators of telecommunications service providers in Indonesia compete - competition in providing communication networks to their customers in order to meet consumer demand for the communications needs increase every year. One of them is PT. Telekomunikasi Cellular (Telkomsel). To improve the quality of the network to support business activities, Telkomsel build multiple Base Transceiver Station (BTS) in order to strengthen the coverage area network communication signals from their products. BTS tower was built in several areas throughout Indonesia. Companies often face obstacles in the process pentuan optimum number of base stations. Determining the number of base stations to be precise to be effective and efficient and do not spend too much cost so as not to cause harm to the company.
Of these problems, this thesis research aims to develop a Geographic Information System (GIS) that can help companies in the optimization process of determining the optimal number of base stations to provide the information necessary for the decision making process. This thesis uses Integer Linear Programming method which is a method of optimization that can be used to solve a mathematical problem of a model that has the function of interest issues involving boundary problems in order to get the most optimal results.
So expect this research can help companies in decisions regarding the optimization of the optimal determination of the number of base stations for PT. Telekomunikasi Seluler (Telkomsel) Regional Central Java and Yogyakarta, Semarang.
Applications that will be developed later is based Geographic Information System using the programming language HTML5, CSS3, JAVASCRIPT, and PHP.
