Abstract
Dinas Lingkungan Hidup Provinsi Jawa Timur merupakan suatu lembaga yang salah satu fungsinya adalah melakukan pengujian dan analisis untuk seluruh komponen lingkungan baik itu kandungan air tanah, air permukaan, air limbah, udara ambien, udara emisi, limbah B3 (limbah padat, slurry, cairan) dan lain-lain yang dilakukan oleh Unit Pelaksana Teknis (UPT) Laboratorium Lingkungan DLH. Keluaran dari pengujian ini adalah sertifikat yang berisi daftar parameter beserta kandungannya pada komponen lingkungan yang diuji dan keterangan apakah kandungan tersebut melebihi nilai kadar maksimum baku mutu atau tidak. Sebelum mendapatkan sertifikat, terdapat beberapa prosedur yang harus dilakukan terlebih dahulu, seperti pendaftaran sampel, memilih jenis sampel, memilih baku mutu, mencari parameter sesuai baku mutu, mengirimkan daftar parameter sampel ke analis, menyetor hasil analisis, validasi dari penyelia, validasi dari manajer teknis, dan lain-lain. Sayangnya, semua proses di atas masih dilakukan secara manual dan dengan data yang tidak terpusat. Maka dari itu dibangunlah Sistem Layanan UPT Laboratorium Lingkungan DLH Provinsi Jawa Timur berbasis web.
Dengan adanya Sistem Layanan UPT Laboratorium Lingkungan DLH Provinsi Jawa Timur berbasis web maka dapat mengotomatisasi dan mengintegrasikan data. Baku mutu, metode pengujian, dan parameter dari baku mutu dapat secara otomatis didapatkan ketika user memilih jenis sampel, sehingga pihak UPT tidak lagi harus mencari secara manual. Dengan aplikasi ini pula, data–data mulai dari data registrasi hingga data hasil analisis dapat terolah dan tersimpan secara terpusat.
Hasil dari tugas akhir ini adalah terbuatnya aplikasi yang mampu memenuhi kebutuhan pihak UPT dalam pengerjaan pengujian sampel. Sistem Layanan UPT Laboratorium Lingkungan DLH Provinsi Jawa Timur ini dapat membantu dan mempercepat prosedur pengerjaan pengujian, mengintegrasikan proses pengerjaan, memusatkan data-data terkait pengujian, dan menanggulangi kesalahan atau kehilangan data pada Laboratorium Lingkungan UPT DLH Provinsi Jawa Timur.

The Environment Agency of East Java Province is an institution whose function is to perform testing and analysis for all environmental components such as groundwater, surface water, wastewater, ambient air, emission air, B3 waste (solid waste, slurry, liquids) And others conducted by the Technical Implementation Unit of Environmental Laboratory of DLH. The output of this test is a certificate containing a list of parameters and their contents on the environmental components tested and a description of whether the content exceeds the maximum grade value of the quality standard. Before obtaining the certificate, there are several procedures that must be done first, such as sample registration, selecting the sample type, choosing the quality standard, finding parameters according to the quality standard, sending the sample parameter list to the analyst, depositing the analysis result, validating from the supervisor, validation from the technical manager , and others. Unfortunately, all of the above process is still done manually and with un-centralized data. Therefore built the Environmental Laboratory Services System at Technical Engineering Unit of Environmental Services East Java Province -based web.
With Environmental Laboratory Services System at Technical Engineering Unit of Environmental Services East Java Province then it can automate and integrate data. Quality standards, test methods, and parameters of the quality standard can be automatically obtained when the user selects the sample type, so that the Technical Implementation Unit of Environmental Laboratory no longer has to search manually. With this application, the data ranging from registration data to data analysis results can be processed and stored centrally.
The result of this final task is made an application that is able to meet the needs of the Technical Implementation Unit of Environmental Laboratory in the testing work of the sample. Environmental Laboratory Services System at Technical Engineering Unit of Environmental Services East Java Province can assist and accelerate the testing process procedures, integrate workmanship processes, centralize test-related data, and overcome errors or data loss at the Technical Implementation Unit.
