Abstract

Diberlakukannya kebijakan desentralisasi dan otonomi daerah di Indonesia dimana pemerintah daerah memiliki tanggung jawab, kewenangan dan menentukan standar pelayanan minimal, mengakibatkan setiap daerah (Kotamadya/Kabupaten) di Indonesia harus melakukan pelayanan publik sebaik-baiknya dengan standar minimal. Dalam bidang kesehatan kota Blitar memiliki prestasi yang bagus yakni memiliki angka harapan hidup tertinggi dan menjadi satu-satunya kota yang angka harapan hidupnya mencapai usia 73 tahun. Peningkatan pelayanan kesehatan menjadi salah satu program prioritas pemerintah. Oleh karena itu penelitian ini bertujuan untuk menganalisis hubungan luas jangkauan terhadap permukiman dengan jumlah pengunjung, pola persebaran, dan jangkauan fasilitas pelayanan kesehatan masyarakat. Dalam rangka menganalisis luas jangkauan fasilitas pelayanan kesehatan masyarakat yakni puskesmas dan puskesmas pembantu, dilakukan analisis korelasi antara luas jangkauan dengan jumlah pengunjung, analisis pola sebaran fasilitas pelayanan kesehatan masyarakat, serta analisis spasial luas jangkauan dua jenis fasiltas kesehatan tersebut terhadap permukiman. Dimana untuk jangkauan puskesmas dengan radius 3 km dan puskesmas pembantu 1,5 km. Dari proses analisis spasial yang dilakukan diketahui bahwa persebaran fasilitas pelayanan kesehatan masyarakat di kota Blitar memiliki pola acak. Dan terdapat hubungan antara luas jangkauan terhadap permukiman dengan jumlah pengunjung. Untuk luas jangkauan puskesmas diketahui puskesmas Sananwetan memiliki keterjangkauan yang paling luas yakni 81,25 Ha dan untuk puskesmas pembantu (pustu), diketahui pustu Sukorejo yang memiliki jangkauan paling luas yakni 354,64 Ha. ================================================================= Implementation of decentralization and regional autonomy policy in Indonesia where local governments have responsibility, authority and set minimum service standards, resulting in every region (municipality/district) in Indonesia should perform the best public services with minimum standards. In the health sector of Blitar city has a good achievement that first ranks with the highest life expectancy for more than eight years and become the only city whose life expectancy reaches the age of 73rd years. Improving health services became one of the government's priority programs. Therefore, this study aims to analyze the relationship of wide range of settlements with the number of visitors, patterns of distributions, and the range of public health service facility. In order to analyze the wide range of public health service facilities (puskesmas and puskesmas pembantu), analysis of correlation between the wide range with the number of visitors, the analysis of the distribution pattern of public health service facilities, as well as spatial analysis of the broad range of two types of health facilities to the settlement. Where for the reach of puskesmas with radius of 3 km and puskesmas pembantu 1,5 km. From the spatial analysis process, it is known that the distribution of public health service facility in Blitar city has a random pattern. And there is a relationship between the reach of the settlement and the number of visitors. For The extent of reach of puskesmas is known to have Puskesmas Sananwetan has the widest affordability that is 81,25 Ha and for puskesmas pembantu (pustu), known pustu Sukorejo which has the widest reach that is 354,64 Ha.
