Abstract

Keterbatasan sumberdaya pemadaman menjadi salah satu kendala yang paling sering dihadapi di lapangan, sehingga kegiatan pengendalian perlu difokuskan ke wilayah-wilayah dengan risiko kebakaran yang lebih besar.
Analisa dilakukan menggunakan metode skoring. Analisis spasial berupa jangkauan dan tumpang tindih pada 7 parameter yang digunakan, meliputi penggunaan lahan eksisting, kepadatan penduduk, kepadatan bangunan, kejadian kebakaran (frekuensi dan lokasi), lokasi pos pemadam kebakaran, waktu tanggap bencana kebakaran, dan lokasi sumber potensi air (sumur tandon PMK dan sungai). Selanjutnya dilakukan skoring dan pembobotan untuk menentukan wilayah yang memiliki tingkat risiko kebakaran berskala rendah, sedang, dan tinggi. Analisis daerah risiko bencana kebakaran dilakukan berdasarkan kriteria-kriteria yang telah ditentukan mengacu pada Peraturan Menteri Pekerjaan Umum No. 20/PRT/M/2009.
Dari hasil penelitian diketahui bahwa daerah risiko tinggi terjadinya bencana kebakaran terdapat di 11 kecamatan pada tahun 2014, 2 kecamatan di tahun 2015, dan 5 kecamatan di tahun 2016. Lebih dari 83% kejadian kebakaran terjadi di kawasan lahan terbangun yang termasuk dalam tingkat risiko tinggi bencana kebakaran.

The limited of fire manager resources is one of the most frequently problem faced in the field thus the controlling activities need to focus on the areas at the highest risk of conflagration.
In analyzing the methodology used is scoring methods in which spatial analysis of reach and overlay on 7 parameters used, including existing land use, population density, building density, fire incidence (frequency and location), fire post site location, fire disaster response time, and potential water source location (PMK’s wells and rivers). The next step are scoring and weighting to determine the area that has the low, medium, and high scale fire. Regional analysis of fire risk area was based on the characteristics as specified referring to Minister for Public Works Regulation (Peraturan Menteri Pekerjaan Umum) No. 20/PRT/M/2009.
From the research, it was seen that the high risk area of fire incident are in 11 sub-districts in 2014, 2 sub-districts in 2015, and 5 sub-districts in 2016. More than 83% of the fire occurred in the developed area belongs to the high risk the fire.
