Abstract

Sampah rumah tangga merupakan salah satu masalah yang perlu mendapatkan perhatian serius karena jumlah timbulan sampah yang senantiasa meningkat. Besarnya timbulan sampah mempengaruhi aspek pembiayaan. Timbulan sampah bisa direduksi dari sumber salah satunya melalui Bank Sampah. Sehingga perlu diketahui kontribusi adanya Bank Sampah terhadap timbulan sampah agar mengetahui reduksi dari Bank Sampah dan kontribusi Bank Sampah terhadap pengumpulan. Sehingga dapat menghitung biaya pengumpulan sampah di Kecamatan Sukun.

Pada penelitian ini dilakukan perhitungan timbulan dan karakteristik sampah pemukiman di Kecamatan Sukun, kontribusi Bank Sampah terhadap timbulan sampah dan biaya pengumpulan sampah. Kecamatan Sukun dipilih karena memiliki jumlah Bank Sampah paling banyak di Kota Malang. Skenario yang digunakan yaitu skenario pengumpulan sampah melalui TPS (kondisi tidak ideal), pengumpulan sampah oleh Bank Sampah (kondisi eksisting), pengumpulan sampah oleh Bank Sampah eksisting dan sektor informal, pengumpulan sampah oleh Bank Sampah optimasi dan sektor informal. Perhitungan biaya pengumpulan sampah membutuhkan data primer dan sekunder dari Bank Sampah dan pengumpulan sampah. Data primer dan sekunder berupa timbulan sampah, pengumpulan sampah, kondisi eksisting Bank Sampah dan aspek pembiayaan. Data primer didapatkan melalui sampling, pengukuran rute dan kuisioner. Sedangkan data sekunder didapatkan dari Kantor Kecamatan Sukun, Dinas Lingkungan Hidup Kota Malang, BPS Kota Malang, dan Bank Sampah Malang.
Kecamatan Sukun memiliki Laju timbulan sampah rumah tangga sebesar 0,4 kg/orang.hari. Laju timbulan sampah dengan area Bank Sampah sebesar 0,33 kg/orang.hari. Komposisi sampah sejenis sampah rumah tangga terdiri dari, dapat dikomposkan 67,82%, plastik 8,82%, kertas 10,88%, kain 1,26%, logam 1,27%, kayu 0,9%, kaca 0,1%, diapers 5,42%, B3 1,3%, karet 0,1% dan lainnya 0,1,92%. Jenis alat pengumpul paling banyak di 3 TPS Kecamatan Sukun adalah jenis gerobak sampah, gerobak ditarik motor, kemudian motor roda tiga. Kapasitas dari alat pengumpul gerobak dan gerobak ditarik motor adalah 0,8 m3 hingga 1,15 m3. Kontribusi Bank Sampah terhadap timbulan per orang/hari sebesar 0,14 kg/orang/hari. Sehingga dengan adanya Bank Sampah, ritasi pengumpulan per tahun awalnya 95.961 ritasi per tahun, akan berkurang sebesar 1095 ritasi per tahun dengan adanya Bank Sampah dengan kondisi eksisting. Bank Sampah dengan optimasi, dapat mengurangi ritasi pengumpulan sebesar 5.264 ritasi per tahun. Biaya pengumpulan sampah tanpa adanya Bank Sampah di Kecamatan Sukun sebesar Rp 7.717.151.994 per tahun. Bank Sampah dengan kondisi eksisting mengurangi biaya pengumpulan sampah sebesar Rp 72.350.505 per tahun. Bank Sampah optimasi dengan reduksi 5% akan mengurangi biaya pengumpulan sampah Rp 428.677.295 per tahun. ==============================
Household waste is one of the problems that needs to be serious attention because the number of waste generation has been increasing. waste generation affect the financing. Waste generation could be reduced from sources through Waste Bank .So it is important to note the influence of the Waste Bank of Waste generation may know reduction and influence on the Waste Bank .So as to estimate the cost of waste management in district of Subdistrict of Sukun.

This research was conducted on the calculation of waste generation and characteristics of residential garbage in subdistrict of Sukun, influence the Waste Bank generation waste and against financing of waste management. Subdistric of Sukun was chosen because it has a number of Waste Banks the most waste in the city of Malang. A scenario used the scenario collecting the garbage through Transferstation ( the condition of not ideal ), collecting the garbage by a Waste Bank the condition of existing, collecting the garbage by Waste Bank existing and informal sector, collecting the garbage by Waste Bank optimize and informal sector The calculation of the costs of waste management needs of primary and secondary data from the Waste Bank and waste management. Primary data obtained through the method of sampling, measurement of the route and a detailed questionnaire. While secondary data obtained from the Office of Subdistrict Sukun, the environmental agency of the City of Malang, and BPS Waste Bank was unfortunate.

Subdistrict of Sukun have generation household waste rate of 0.43 kg/person/day. The rate of generation household waste with the site the trash bank 0.4 kg per person/day .Composition of household waste is a type of waste consists of can compostable amounting to 67,82%, plastic 8,82%, paper 10,88%, and fabric 1,26%, metal 1,27% , wood 0,9%, glass 0,1%, diapers 5,42%, Hazardouswaste 1,3%, rubber 0.1%, and other 1,92%. This type of tool collecting the most numerous in the 3 pooling stations Subdistrict Sukun is the type of waste carts, carts drawn motor, then motor tricycle.The capacity of the collecting tool carts and wagons pulled motor is 0.8 m3 to 1.15. m3 The influence of Waste Bank to waste generation per person per day 0.014 kg per person/day.Hopefully with a Waste Bank ritasi collection per year exsisting 95.961 ritasi per year, will be reduced of 1095 ritasi per year with the Waste Bank with the condition of the existing. Waste Bank with optimize, can reduce ritasi collection of 5.264 ritasi per year.The cost of collecting the garbage without Waste Bank in Subdistrict of Sukun Rp 7.717.151.994 per year. Waste Bank with the condition of the existing reduce costs collecting waste generation Rp 72.350.505 per year. Waste Bank optimize by reduction 5 % will reduce costs collecting the waste generation Rp 428.677.295 per year.
