Abstract
Pembangunan apartemen di Surabaya Metropolitan Area merupakan salah satu bentuk upaya yang dilakukan oleh pemerintah untuk mengatasi kebutuhan perumahan. Apartemen mendukung konsep urban compactness dimana mayoritas dibangun di pusat kegiatan perkotaan. Namun, perkembangan apartemen di Kota Surabaya cenderung menyebar. Berdasarkan penelitian terdahulu pengembang belum memperhatikan preferensi penghuni dalam pembangunan apartemen sehingga apartemen di Kota Surabaya terbangun bebas mengikuti lahan yang dimiliki oleh pengembang. Pembangunan apartemen saat ini mulai diikuti oleh wilayah sekitar Kota Surabaya yaitu Kabupaten Sidoarjo dan Kabupaten Gresik. Pertumbuhan apartemen tersebut telah mengakibatkan dampak yaitu bertambahnya volume lalu lintas, penurunan kinerja jalan, dan meningkatnya harga tanah secara signifikan. Hal tersebut menunjukkan adanya perbedaan preferensi mengenai penentuan lokasi apartemen yang dilihat dari sudut pandang stakeholders yaitu pemerintah, pengembang, dan masyarakat. Tujuan dari penelitian ini adalah untuk merumuskan faktor prioritas dalam menentukan lokasi pembangunan apartemen di Surabaya Metropolitan Area berdasarkan preferensi stakeholders. Penelitian ini diharapkan dapat menjadi rekomendasi dan bahan pertimbangan bagi Pemerintah Kota Surabaya, Kabupaten Sidoarjo, dan Kabupaten Gresik untuk mengatur perbaikan RDTR dan Peraturan Zonasi apartemen.
Penelitian ini menggunakan tiga teknik analisis, yang pertama Analytic Network Process (ANP) yang digunakan untuk pembobotan faktor-faktor pemilihan lokasi apartemen berdasarkan stakeholders tipologi wilayah yaitu pusat pelayanan kota, peralihan, dan pinggiran. Selanjutnya digunakan teknik analisis kuadran untuk memetakan hasil pembobotan ANP sehingga terlihat faktor yang diprioritaskan oleh stakeholders. Analisis selanjutnya adalah analisis deskriptif untuk menginterpretasikan data serta memberikan kesimpulan terhadap penelitian.
Hasil dari penelitian ini berdasarkan preferensi ketiga stakeholders dalam pemilihan lokasi apartemen ialah kedekatan lokasi apartemen menuju jalan utama. Selain itu didapatkan juga perbedaan pendapat antara ketiga stakeholders dimana preferensi pemerintah cenderung memperhatikan kesesuaian dengan RTRW, kemudian pengembang cenderung memilih aksesibilitas dan harga lahan, dan masyarakat cenderung memilih lokasi apartemen yang dapat mudah dijangkau menuju pusat kegiatan.

Apartment development at the Surabaya Metropolitan Area constitutes one of the efforts conducted by the government to overcome the needs for housing. Apartment supports the concept of urban compactness in which majority of apartments are built at the center of urban activities. However, the growth and development of apartment in Surabaya tend to spread to all over directions. Based on the previous research, the developers have not yet given their attention to the preferences of the occupants in developing the apartment, so that apartments in Surabaya City are built freely following the land space owned by the developers. The Apartment development at present begins to be followed by the areas around Surabaya City, namely Regency of Sidoarjo and Regency of Gresik. Such apartment growth has created an impact, namely the increase in traffic volume, the decrease in performance of the streets and the significant increase in land price. These subjects indicate the difference in preferences in determining the apartment location observed from the view point of the stakeholders, namely the government, the developers, and the community. The goal of this research is to formulate the priority factors in determining the location for apartment development at the Surabaya Metropolitan Area based on preferences of the stakeholders. This selection is expected able to become a recommendation and consideration of Surabaya City, Regency of Sidoarjo, and Regency of Gresik to make improvements on their detailed spatial plan (Rencana Detail Tata Ruang) and regulation on apartment zoning.
This research applies three different analytical techniques, namely, first, “Analytic Network Process (ANP)” applied to measure the weight of factors in selecting the apartment locations based on the stakeholders’ area typology, namely the center of city services, the transitions, and the suburbs. Then, the second technique is “Quadrant Analysis” to map the results of ANP weighting, so that the prioritized factors will be visible for stakeholders. The next final technique is “Descriptive Analysis” to interpret the data and to give a conclusion to the research.
The output of this research based on the preferences of the three stakeholders in selecting the apartment location is the short distance of apartment location to the main street. In addition, there is also a difference of opinion among the three stakeholders, in which the government preference tends to pay attention to the conformance to document planning, whereas the developers tend to choose the accessibility and the land price, meanwhile the community tends to choose the apartment location easily reachable leading towards the centers of activities.
