Abstract
Dominasi penggunaan kendaraan pribadi di kota Surabaya seringkali menyebabkan kemacetan khususnya pada kawasan pendidikan di jam-jam sibuk. Bus sekolah sebagai strategi Transport Demand Management (TDM) memberikan salah satu solusi untuk mengurangi kemacetan. Bus sekolah merupakan angkutan khusus yang diperuntukkan bagi pelajar belum cukup efektif untuk mengurangi kemacetan bahkan mengalami penurunan jumlah penumpang yang cukup signifikan. Padahal terdapat peluang penggunaan bus sekolah sebagai moda pilihan untuk menuju ke sekolah di Surabaya. Dari permasalahan tersebut, maka penelitian ini bertujuan untuk merumuskan atribut-atribut pelayanan bus sekolah berdasarkan preferensi pelajar.
Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kuantitatif dan teknik analisis yang digunakan adalah analisis Crosstab dan analisis Conjoint. Analisis dilakukan berdasarkan pada karakteristik pelajar, karakteristik perjalanannya menuju sekolah serta atribut pelayanan bus sekolah. Analisis Crosstab akan menunjukkan karakteristik yang sifgnifikan mempengaruhi kesediaan pelajar menggunakan bus sekolah. Analisis Conjoint akan menunjukkan atribut pelayanan yang diharapkan serta tingkat kepentingan atribut pelayanan yang mempengaruhi preferensi pelajar terhadap bus sekolah.
Dari hasil analisis Crosstab diperoleh bahwa perbedaan jumlah kepemilikan kendaraan mempengaruhi pelajar secara signifikan dalam kesediaannya menggunakan bus sekolah. Oleh karena itu, perlunya untuk mewujudkan pelayanan bus sekolah yang sesuai dengan preferensi pelajar. Hasil analisis Conjoint menunjukkan bahwa atribut pelayanan bus sekolah yang diharapkan menurut preferensi pelajar adalah kenyamanan yang ditingkatkan, keamanan yang dipertahankan, keandalan (waktu berangkat) yang diubah, biaya berbayar, akses yang perlu penambahan rute, serta waktu tempuh yang dipertahankan. Adapun tingkat kepentingan atribut menurut preferensi pelajar secara berurutan adalah atribut biaya (18,728%), waktu tempuh (18,654%), kenyamanan (18,309%), keamanan (16,401%), akses rute (14,005%) dan keandalan (13,902%). Atribut biaya, atribut waktu tempuh dan atribut kenyamanan perlu diprioritaskan dalam peningkatan pelayanan bus sekolah. ================================================ The dominance of use of private transportations in Surabaya city often cause traffic congestion, especially in the education region at rush hours. School buses as Transport Demand Management strategy (TDM) gives a solution to reduce the congestion. School buses as a specific transportation that intended to students are still not effectively reduce the traffic congestion yet. Even, it significantly experienced the decrease in the number of passengers. However, there still an opportunity of the use of school buses as transportation’s mode to go to school in Surabaya. Based on these problems, this research aimed to formulate school buses service attributes based on the student preference.
The method used in this research is quantitative descriptive analysis, whereas the techniques analysis used in this research are Crosstab analysis and Conjoint analysis. The analysis was based on the characteristic of students, characteristic of trip to school, and school buses service attributes. Crosstab analysis would show the characteristics that significantly affect students’ willingness to use school buses, while conjoint analysis would show the attributes of expected service as well as the importance of the service attributes that influence students’ preference on school buses.
The result of Crosstab analysis showed that the difference in the number of transportation ownership significantly affected students’ willingness to use school buses. Therefore, it necessary to create school buses service based on students’ preference. The result of Conjoint analysis showed that the attribute of expected school buses services were: improved comfort, maintained security, changed time departure, fee paid, added routes access, and maintained trip time’s reliability. While the importance attribute according to students’ preference were cost attribute (18,728%), trip time (18,654%), comfort (18,309%), safety (16,401%), routes access (14,005%), and reliability (13,902%). Some of attributes such as trip time and comfort needed to be prioritized for the improvement of school buses services.
