Abstract

Salah satu kunci sukses program dana hibah proyek energi terbarukan adalah proses pengambilan keputusan untuk mendapatkan engineering contractor yang mempunyai kualitas, efektivitas dan efisiensi yang baik sehingga proses pengadaan barang dan jasa dapat tercapai. Terkait dengan kondisi tersebut, maka tujuan penelitian ini adalah untuk merancang model pemilihan engineering contractor secara sistematis agar dapat mengakomodasi kondisi, keadaan, ruang lingkup sesuai dengan yang dipersyaratan di lembaga “Y”. Data diolah menggunakan Decision Making Trial and Evaluation Laboratory (DEMATEL) dan Analityc Network Process (ANP). Penentuan kriteria keputusan mengacu pada regulasi PEPRES No. 70/2012, Peraturan Kementerian Pekerjaan Umum No. 08/PRT/M/2011 dan hasil kriteria dari focus group discussion (FGD) yang dilakukan oleh tim evaluasi. Penilaian oleh tim evaluasi meliputi; kemampuan internal dan keuangan, kemampuan teknis, kemampuan organisasi, komitmen pada quality assurance, komitmen pada kesehatan dan keselamatan kerja dan harga.
Hasil dari studi menunjukkan setiap kriteria keputusan memiliki tingkat pengaruh dan bobot yang berbeda. Pada tingkat pengaruh, analisa DEMATEL menunjukkan subkriteria “klasifikasi” paling banyak mempengaruhi subkriteria lain dengan nilai indeks 0.89, serta subkriteria “kemampuan keuangan” dengan nilai indeks 0.85 dan subkriteria “reputasi” dengan nilai indeks 0.68. Sedangkan berdasarkan pembobotan dari ANP menunjukkan bahwa kriteria “kemampuan internal dan keuangan” memiliki bobot 34.36%, artinya kriteria internal dan keuangan lebih di prioritaskan dari pada kriteria yang lain. Berdasarkan hasil kombinasi dari kedua metode tersebut dapat menghasilkan kesimpulan bahwa alternatif Engineering Contractor yang pertama terpilih adalah Engineering Contractor A dengan skor 7.83, disusul oleh Engineering Contractor B dengan skor 5.62 dan Engineering Contractor C dengan skor 5.13 dan yang terakhir adalah Engineering Contractor D dengan skor 4.75.

One of the keys success of the program in renewable energy grant project in “Y” institution is the decision-making process to get engineering contractor that has good quality, effectiveness and efficiency so that the procurement of goods and services can be achieved. In relation to this condition, the purpose of this research is to design a systematic model of engineering contractor selection in order to accommodate conditions, circumstances and scopes in accordance to requirements of the "Y" institution. Data is processed using Decision Making Trial and Evaluation Laboratory (DEMATEL) and Analityc Network Process (ANP). The decision criteria refer to PEPRES regulation no. 70/2012, Ministry of Public Works Regulation no. 08 / PRT / M / 2011 and output from focus group discussion (FGD) of evaluation team. Assesment which have been done by the evaluation team covers; internal and financial capability, technical capability, organizational capability, commitment to quality assurance, commitment to health and safety and pricing.
The study concludes that decision criteria has different degrees of influence and weight. For degrees of influences, DEMATEL analysis shows that subcriteria ‘classification” is the most influences factor among other subcriteria with the index value of 0.89, followed by subcriteria “financial capability” with the index value of 0.85 and subcriteria “reputation” with an index value of 0.68. While for weighting analysis, ANP showed that criteria “internal dan financial capability” has a weight of 34.36%, meaning that internal and financial capability are more prioritized than other criteria. By combine both method, its can be concluded that the first Engineering Contractor alternative is Engineering Contractor A with score of 7.83, followed by Engineering Contractor B with score of 5.62 and Engineering Contractor C with score of 5.13 and the last is Engineering Contractor D with score 4.75.
