Abstract
Kecamatan Rungkut dengan kepadatan penduduk sebesar 2.477 jiwa/km2 masih memiliki permasalahan dalam penanganan sampah. Terjadi peningkatan jumlah sampah rumah tangga per hari yang dihasilkan seiring dengan bertambahnya jumlah penduduk. Di sisi lain belum diketahui angka timbulan dan sistem pengumpulan serta partisipasi masyarakat dalam pengelolaan sampah. Tujuan dari penelitian ini adalah menentukan timbulan, komposisi, dan densitas sampah, menentukan dan mengevaluasi kondisi eksisting sistem pengumpulan sampah, serta menentukan tingkat partisipasi masyarakat dalam pengelolaan sampah.
Pengukuran timbulan sampah sebanyak 8 sampel menggunakan metode load count analysis. Komposisi dan densitas sampah dianalisis menggunakan metode sesuai dengan SNI 19-3964-1994. Data pengumpulan sampah didapatkan dari pengukuran rute per jenis alat pengumpul sampah yang meliputi gerobak, gerobak ditarik motor, dan motor roda tiga. Analisis pengumpulan sampah dilakukan berdasarkan hasil penentuan waktu yang dibutuhkan untuk mengumpulkan sampah per ritasi (Pscs) dan waktu total per ritasi (Tscs) tiap alat pengumpul. Pengumpulan data partisipasi masyarakat dilakukan melalui penyebaran 150 kuesioner dan dianalisis dengan menggunakan metode skala likert.
Laju timbulan sampah rumah tangga kawasan perumahan, rumah susun, dan perkampungan yaitu sebesar 0,271 kg/orang.hari, 0,282 kg/orang.hari, dan 0,486 kg/orang.hari. Komposisi penyusun sampah perumahan, rumah susun, dan perkampungan paling besar adalah sampah dapat dikomposkan, karena banyaknya kegiatan rumah tangga sehingga menimbulkan banyaknya sampah dapur atau sisa makanan. Sampah plastik dan kertas merupakan jenis sampah paling banyak setelah sampah dapat dikomposkan. Densitas sampah rumah tangga di Kecamatan Rungkut sebesar 154,93 kg/m3. Alat pengumpul yang paling banyak digunakan adalah gerobak ditarik motor dengan rata-rata ritasi per hari adalah 2 ritasi/hari. Waktu total yang dibutuhkan untuk mengumpulkan sampah per ritasi gerobak sebesar 2,183 jam/ritasi, pada gerobak ditarik motor sebesar 2,848 jam/ritasi, dan pada gerobak ditarik motor sebesar 2,446 jam/ritasi. Partisipasi masyarakat dalam pengelolaan sampah dibagi menjadi tingkat pengetahuan, sikap dan perilaku. Masyarakat tergolong mengetahui dan bersikap setuju terhadap pengelolaan sampah, namun berperilaku jarang melakukan partisipasi.

Rungkut district with high population density of 2,477 people/km2 and also still has problems in waste management. The amount of household solid waste generated per day is increasing each time along with the population. On the other hand, the amount of generation and collecting system also community participation in solid waste management are still not known. The goals of the study are to determine the household solid waste generation and characterization, to determine and evaluate the existing condition of waste collecting system, and to determine the level of community participation in waste management.
The waste generation determination uses 8 samples with load count analysis method. Solid waste composition and density are analyzed using the method based on SNI 19-3964-1994. The waste collection datas are obtained from routing of waste collector including cart, cart pulled by motorcycle, and motor tricycle. Then the waste collection system is analyzed based on the determination of time needed to collect waste per rit (Pscs) and total time per rit (Tscs) of every collector. The community participation data is obtained by spreading 150 questionnaires and analyzed using likert scale method.
The household waste generation from the housing area, flats, and villages are 0,271 kg/person.day, 0,282 kg/person.day, and 0,486 kg/peron.day. The most composition of residential, flats, and village waste is compostable waste because of the domestic activities in the community also causes the number of domestic waste or kitchen waste, in other word it is food residues. While plastic waste and paper waste are second and the third as the most composition of the solid waste after the compostable waste. The density of household waste in Rungkut District is 154,93 kg/m3. The most used waste collector is the cart pulled by motorcycle with average rit per day is 2 rit/day. The total time needed for collecting waste per rit is 2,183 hour/rit for manual cart, for cart pulled by motorcycle is 2,848 hour/rit, and for motor tricycle the time needed is 2,446 hour/rit. Community participation in waste management is divided into the knowledge, attitude, and behavior of the respondents. The result is the community is classified to know and agree about solid waste management, but in behavior, the community rarely participate in solid waste management.
