Abstract
Rumah sakit memiliki aktivitas yang cukup tinggi, untuk menunjang aktivitas tersebut dibutuhkan tempat parkir yang memadai. Namun pada kenyataannya parkir pada rumah sakit umum di Kota Surabaya seringkali penuh, Oleh karena itu diperlukan evaluasi terhadap kebutuhan parkir pada beberapa rumah sakit di Kota Surabaya. Pada studi ini dipilih 4 rumah sakit di daerah Surabaya yaitu : Rumah Sakit Umum Haji Surabaya (RS Haji Surabaya), Rumah Sakit Premier (RS Premier), Rumah Sakit Dr. M. Soewandi Surabaya (RS Dr. Soewandi) dan Rumah Sakit Islam Jemursari Surabaya (RSI Jemursari).
Metode yang digunakan yaitu pertama melakukan studi kepustakaan mengenai parkir, survey pendahuluan pada lokasi studi, pengumpulan data primer dan data sekunder, kemudian dilanjutkan dengan melakukan analisa data dan dilakukan pembahasan sehingga didapat KRP actual pada masing - masing rumah sakit yang menjadi lokasi studi. Untuk selanjutnya dibandingkan KRP actual dan standar KRP yang diterapkan oleh pemerintah Kota Surabaya dan pedoman teknis penyelenggaraan fasilitas parkir departemen perhubungan 1996. Kemudian dapat ditarik kesimpulan dan saran dari hasil pembahasan.
Hasil dari penelitian ini diperoleh karakteristik parkir dan KRP aktual pada ke empat lokasi studi. Perbandingan KRP aktual dan standar KRP yang berlaku yaitu : pada RS Haji Surabaya 0,5 bed/SRP (KRP aktual), 8,61 bed/SRP (KRP Pemkot Surabaya), 2,09 bed/SRP (KRP Dirjen Perhubungan 1996). Pada RS Premier Surabaya 0,90 bed/SRP (KRP aktual), 3,92 bed/SRP (KRP Pemkot Surabaya), 1,74 bed/SRP (KRP Dirjen Perhubungan 1996). Pada RSI Jemursari Surabaya 0,57 bed/SRP (KRP aktual), 3,13 bed/SRP (KRP Pemkot Surabaya), 1,98 bed/SRP (KRP Dirjen Perhubungan 1996). Pada RSUD DR M Soewandi Surabaya 1,35 bed/SRP (KRP aktual), 6,75 bed/SRP (KRP Pemkot Surabaya), 2,49 bed/SRP (KRP Dirjen Perhubungan 1996). Hal ini menunjukan bahwa KRP aktual lebih tinggi dibandingkan KRP Pemkot Surabaya dan Dirjen Perhubungan, sehingga standar tersebut perlu disesuaikan lagi.

Hospital have a high activity, to support these activities required adequate parking. But in reality parking at public hospitals in Surabaya is often full, therefore it is necessary to evaluate parking space requirment at several hospitals in Surabaya. In this study 4 hospitals are selected in the Surabaya city that is: Haji public Hospital Surabaya, Premier Hospital Surabaya, Dr. M. Soewandi Regional Public Hospital Surabaya and Jemursari Islamic Hospital Surabaya.
The methods used for this research are : first to study literature about parking, preliminary survey at location of study, primary data and secondary data collecting, then continued by doing data analysis to get actual KRP at each hospital which become location of study. Furthermore, it is compared between actual KRP, standards parking applied by the Surabaya City Government and technical guidelines for the implementation of parking facilities by the Department of Transportation directorat general of land transportation 1996. Then it can be drawn the conclusions and suggestions from the results of the discussion.
The results of this study obtained the actual parking space requirement (KRP) and parking characteristics in the four lcation of study. The comparison of actual KRP and standard KRP are: at Haji Public Hospital Surabaya 0,5 bed / SRP (actual KRP), 8,61 bed / SRP (Surabaya Government KRP), 2.09 bed / SRP (DG of Land Trasnportation 1996 KRP). At Premier Hospital Surabaya 0.90 bed / SRP (actual KRP), 3.92 bed / SRP (Surabaya Government KRP), 1.74 bed / SRP (DG of Land Trasnportation 1996 KRP). This shows that the actual KRP is higher than Surabaya Government KRP and DG of Land Trasnportation 1996 KRP, so the standard needs to be adjusted again.
