Abstract

Aktivitas penduduk Kota Surabaya sebagai kota terbesar kedua di Indonesia tergolong tinggi. Jumlah kendaraan bermotor yang beroperasi juga mengalami peningkatan. Peningkatan jumlah kendaraan berakibat pada kebutuhan jumlah ruas jalan demi mengurangi permasalahan kemacetan. Salah satu kebijakan Pemerintah Kota Surabaya adalah penambahan jalan arteri primer yaitu pembangunan Jalan Dr. Ir. H. Soekarno atau Middle East Ring Road (MERR). Mengacu pada Keputusan Menteri Lingkungan Hidup RI No. 48 tahun 1996 tentang baku tingkat kebisingan dan Perda Kota Surabaya No 12 tahun 2014 tentang RTRW Kota Surabaya tahun 2014-2034 maka telah dilakukan penelitian kebisingan di kawasan MERR dan kemudian kemudian dikorelasikan dengan nilai ambang baku mutu kebisingan sesuai tata guna lahan. Data primer yang diambil adalah nilai intensitas kebisingan ekivalen siang hari (Ls) dan malam hari (Lm),serta dihitung Intensitas rata-rata kebisingannya per hari (Lsm) didapatkan nilai 84,3 dB(A). Kemudian direncanakan peletakan peredam bising alami dan buatan di Kawasan MERR tersebut untuk mereduksi kebisingan yang bersumber dari lalu lintas. Direncanakan peredam bising buatan berupa tembok bata yang memiliki bilangan fresnel sebesar 6 sehingga didapatkan reduksi peredam bising buatan sebesar 21 dBA. Direncakan juga peredam bising alami berupa tanaman perdu yang memiliki reduksi sebesar 1,8 dBA. Kombinasi dua jenis peredam bising tersebut dapat menurunkan kebisingan hingga memenuhi ambang baku mutu tingkat kebisingan. Kemudian dipetakan kebisingan area dengan dan tanpa peredam bising. ========================================================== People activity of Surabaya as the second largest city in Indonesia is high. The number of vehicles that operate also increased. The number of vehicles that increasing resulted in the need road segments for avoid the traffic jam problems. One of the policies by the Government of Surabaya is constructing primary arterial roads, that named Dr. Ir. H. Soekarno Street or Middle East Ring Road (MERR). Referring to the Regulation of the Environmental Ministry Republic of Indonesia No. 48 in 1996 about the standard of noise level and Regional Regulation of Surabaya City No. 12 in 2014 about Surabaya land use plan of Surabaya 2014-2034, therefore had done a noise research at MERR and then correlated with threshold standard of noise quality standard according to land use. Primary data that taken is equivalence day noise intensity (Ls) and night noise intensity (Lm), and calculated average noise intensity per day (Lsm) with value 84, 3 dB (A). Then, natural and artificial noise barrier in the MERR are planned to reducing noise that come from vehicles. Artificial noise barrier planned made from brick wall that has calculated fresnel number is 6. It can reduce noise level about 21 dBA that obtained from Maekawa’s chart. Then, Also planned natural noise barrier from shrub plant that have a reduction of 1.8 dBA. Combination of noise barrier can reduce noise until under the threshold of standard noise level. Then noise area is mapped in both condition (with and without) noise barrier.
