Abstract
Pemanfaatan wilayah pesisir memiliki beragam kepentingan dengan ragam kegiatan ekonomi yang ada dan akan menimbulkan dampak merugikan apabila terjadi ketidakselarasan dari sebuah sitem lingkungan. Suatu daerah salah satunya Kota Surabaya sendiri perlu mempertimbangkan nilai ekonomi dalam menetapkan kawasan kawasan konservasi khususnya mangrove. Kawasan konservasi sendiri bukan berarti tidak memiliki nilai ekonomi. Maka dari itu, perlu memperhatikan keselarasan dari sebuah sistem lingkungan dalam pengembangan kawasan konservasi mangrove dari penilaian manfaat ekonomi dan ekologi suatu ekosistem hutan mangrove.
Tujuan dari penelitian ini yaitu merumuskan pengembangan kawasan konservasi mangrove berkelanjutan di Wonorejo Kota Surabaya. Tujuan tersebut dapat dicapai melalui tahapan penelitian sebagai berikut: (1) Pemetaan manfaat secara spasial dari kawasan konservasi mangrove dengan teknik Participatory Mapping, (2) Mengkuantifikasi dan mengkategorikan nilai manfaat kawasan konservasi mangrove dengan teknik Nilai Pasar, Replacement Cost, Benefit Transfer, Contingent Valuation kemudian mengkategorikan nilai manfaat tersebut dengan teknik overlay GIS, dan (3) Merumuskan pengembangan kawasan konservasi mangrove menggunakan analisis deskriptif berdasarkan teori dan kebijakan terkait pengembangan kawasan konservasi mangrove.
Adapun hasil penelitian ini yaitu terdapat 8 pemanfaatan mangrove yaitu nilai/harga hasil hutan ikutan, nilai/harga perikanan, manfaat rekreasi dan pariwisata, perlindungan pantai, penahan intrusi, fungsi biologis ikan, tempat keanekaragaman hayati dan kemampuan membayar kerusakan mangrove (nilai keberadaan). 8 pemanfaatan tersebut dikuantifikasi nilai ekonomi totalnya yaitu sebesar Rp 67.118.603.092 atau US$ 5.048.413.96 dengan luasan mangrove sebesar 80,91 Ha. Hasil nilai ekonomi tersebut dikategorikan menjadi 3 yaitu nilai tinggi dengan nilai ekonomi sebesar Rp 46.404.610.135, sedang dengan nilai ekonomi sebesar Rp 13.895.450.418 dan rendah dengan nilai ekonomi sebesar Rp 6.818.542.539. Dari kategori tersebut, kemudian dirumuskan rekomendasi pengembangan yang berdasarkan teori dan kebijakan terkait pengembangan kawasan konservasi mangrove yang hasilnya yaitu pada kategori nilai tinggi yaitu pengembangan dan penerapan rencana tapak dengan konsep Eco Edu Wisata Mangrove (EEWM); pada kategori nilai sedang yaitu pengembangan kawasan sabuk hijau (Green Belt) sebagai upaya memaksimalkan fungsi mangrove sebagai perlindungan pantai; dan pada kategori nilai rendah yaitu pengembangan tambak wamina (Silvofishery) sebagai upaya mempertahankan konservasi mangrove dan produksi perikanan

Utilization of coastal areas has various purposes with certain varieties of economic activities that exist will give a negative impact due to unconformity of an environmental system. In Surabaya, there is certain area that needs to consider the economy in determining conservation areas, especially mangroves. It is showed that it does not mean that the conservation area has no beneficial value. Therefore, it should be concerned about an environmental system conformity in the development of mangrove conservation area through the assessment of economic and ecological benefits of a mangrove forest ecosystem.
The purpose of this research is to formulate the development of sustainable mangrove conservation area in Wonorejo, Surabaya City. The objective can be achieved through these following research stages: (1) mapping of spatial benefits from mangrove conservation area by Participatory Mapping technique, (2) Quantifying and categorizing the beneficial value of mangrove conservation area using Market Value technique, Replacement Cost, Benefit Transfer, Contingent Valuation Then categorize the beneficial value with GIS overlay techniques, and (3) Formulate the development of mangrove conservation areas using descriptive analysis based on theories and policies related to the development of mangrove conservation areas.
The result of this research is that there are eight beneficial value of mangrove such as value or price of forest production, value / price of fishery, recreation and tourism benefit, coastal protection, intrusion holder, biological function for fish, biodiversity habitat and chance to pay mangrove damage as its value of existence. Those eight utilizations are quantified the total of economic value as much as IDR 67,118,603,092 or US $ 5,048,413.96 with the width of mangrove area as wide as 80.91 Hectares. The result of economic value is categorized into three; those are high value with economic value equals to IDR 46.404.610.135, medium value with economic value equals to IDR 13.895.450.418 and low value with economic value equals to IDR 6,818,542,539. From those categories, then it is formulated development recommendations based on theories and policies related to the development of mangrove conservation areas whose results are separated in those three categories. In high value category, the results are the development and application of the site plan with Eco Edu Wisata Mangrove (EEWM) concept; In medium value category, that is development of green belt area or Kawasan Sabuk Hijau (Green Belt) as an effort to maximize the mangrove function as coastal protection; And in low value category, that is development of Wamina pond (Silvofishery) as an effort to maintain mangrove conservation and fishery production
