Abstract
Pengangkutan sampah di Kabupaten Sidoarjo dibagi menjadi 3 zona. Zona 1 Koridor Utara – Selatan, Zona 2 Koridor Barat, dan Zona 3 Koridor Barat - Selatan. Wilayah pengangkutan Zona 3 meliputi Kecamatan Prambon, Kecamatan Krembung, Kecamatan Tulangan, dan Kecamatan Wonoayu. Armada pengangkut yang memberikan pelayanan pengangkutan di Zona 3 terdiri dari 1 dump truk dan 2 armroll truk. Personil pengangkutan Zona 3 terdiri dari 3 sopir dan 3 pembantu. Pelayanan pengangkutan sampah Zona 3 sebesar 33,18 % bila dibandingkan dengan timbulan sampah yang terjadi. Nilai di atas menunjukkan bahwa pelayanan pengangkutan sampah di Zona 3 masih minim dan perlu ditingkatkan.
Timbulan sampah diukur dengan menggunakan metode Load-count analysis. Densitas sampah diukur dengan menggunakan metode kotak densitas volume 500 liter. Pengangkutan sampah menggunakan sistem Hauled Container System (HCS) dan Stationary Container System (SCS). Parameter yang diukur meliputi rute pengangkutan, jarak tempuh, waktu tempuh dan kecepatan rata-rata armada pengangkut. Aspek finansial dengan menghitung biaya investasi, operasional dan pemeliharaan sistem pengangkutan sampah di Zona 3. Kelayakan finansial dihitung berdasarkan parameter NPV, BCR dan IRR. Aspek kelembagaan dengan melakukan kajian terhadap potensi dan kemampuan lembaga pengelola dan menentukan program yang dibutuhkan untuk meningkatkan kinerja dengan menggunakan analisis SWOT.
Optimasi pengangkutan armroll truk meningkat dari 2 rit/hari menjadi 3 rit/hari. Dibutuhkan armroll truk baru sebanyak 3 unit sampai tahun 2026. Optimasi ritasi dan penambahan armroll truk baru dapat meningkatkan pelayanan pengangkutan menjadi 95,19 % pada tahun 2026. Pengoperasian armada pengangkut eksisting dan baru sampai tahun 2026 membutuhkan total biaya Rp 3.956.009.198 dan total benefit Rp 4.627.426.721. Analisis kelayakan finansial meliputi parameter NPV = 671.417.523 > 0, BCR = 1,17 > 1, dan IRR = 27 % > 15 %. Berdasarkan letak posisi kondisi di kuadran 2, maka strategi untuk meningkatkan pelayanan kinerja pengangkutan sampah menggunakan strategi diversifikasi.

Financial aspects with m enghitung the cost of investment, operation and maintenance of waste transportation system in Zone 3. The financial viability is calculated based on the parameter NPV, BCR and IRR. Institutional Aspects by reviewing the potentials and capabilities of management institutions and determining the programs needed to improve performance by using SWOT analysis.
Optimation armroll trucks transportation increased from 2 trips/day to 3 trips/day. Armroll needed a new truck 3 units until 2026. Trips optimation and adding new trucks can improve transportation services became 95.19% in 2026. The operation of existing and new carrier fleet until 2026 require a total cost of Rp 3,956,009,198 and the total benefit Rp 4,627,426,721. Financial analysis covering parameter NPV = 671 417 523 > 0, BCR = 1.17 > 1, and IRR = 27% > 15%. Based on where the condition in quadrant 2, the strategy to improve the performance of waste transportation services using a strategy of diversification.
