Abstract

Kota Malang belum memenuhi standart proporsi RTH publik 20% dari total luas wilayah. Salah satu penyebabnya karena keterbatasan dana APBD, sehingga pemerintah menjalin kerjasama dengan sejumlah pihak swasta melalui program Corporate Social Responsibility (CSR). Namun dalam kerjasama tersebut, timbul permasalahan dari sisi pemerintah yaitu persebaran RTH publik yang dikembangkan melalui program CSR masih terpusat di pusat kota dan permasalahan dari sisi pihak swasta, yaitu kurang adanya keterpaduan antara pemerintah dari lembaga eksekutif dengan lembaga legislatif dalam merumuskan program CSR. Penelitian ini bertujuan untuk merumuskan prinsip pengembangan RTH publik di Kota Malang melalui program Corporate Social Responsibility (CSR). Dalam mencapai tujuan tersebut, maka dilakukan beberapa tahapan. Pertama, mengidentifikasi kebutuhan pengembangan RTH publik melalui program CSR berdasarkan preferensi Pemerintah Kota Malang dengan menggunakan teknik content analysis. Kedua adalah mengidentifikasi kebutuhan pengembangan RTH publik melalui program CSR berdasarkan preferensi pihak swasta dengan menggunakan teknik content analysis. Tahap terakhir adalah menganalisis prinsip pengembangan RTH publik di Kota Malang melalui program CSR dengan menggunakan teknik analisis komparasi data dan analisis deskriptif kualitatif. Hasil dari penelitian ini adalah didapatkan rumusan prinsip pengembangan RTH publik di Kota Malang melalui program CSR berdasarkan 3 aspek, yaitu aspek lingkungan, ekonomi, dan sosial. Dari aspek lingkungan, jenis RTH taman kota dapat dikembangkan pada lokasi mana saja dengan mempertimbangkan tematik pembangunan, fungsi ekologis dan sosial budaya sesuai aturan tata ruang. Aspek ekonomi, bentuk bantuan CSR berupa pembangunan fisik melalui mekanisme penyelenggaraan program yang ada dan dilakukan oleh perusahaan yang sesuai. Aspek sosial, perlu ada media publikasi sebagai media branding program CSR. ================================================================= Malang has not complied the standardization of 20% public green open space proportion out of total area. One of the reason caused by the limitedness of local government budget, so the government inter lances cooperation with private sectors through Corporation Social Responsibility (CSR). However, some critical issues come out from the government, that is the green open space distribution developed through CSR program is centered only at Klojen and Lowokwaru district (downtown). Problems from private sectors are lacks of cohesiveness between government from executive party and legislative party in terms to formalize CSR program. The research is aimed to map the development of public green open space needs in Malang through CSR program. To achieve the goal, it needs several stages. The initial stage is to identify the development of public green open space needs through CSR program based on the preference of the government by using content analysis. The next stage is to identify the development of public green open space needs through CSR program based on the preference of the private sector also by using content analysis. The last stage is to map the development of public green open space needs in Malang through CSR program by using data compare analysis and qualitative descriptive analysis. The result of this research is to obtained the principal development formulation of public open green space in Malang City through CSR program based on 3 aspects, that is environmental, economic and social aspect. From environmental aspect, the variety of public open green space can be developed on any location by considering thematical development, ecological and socio-cultural function is suitable with the special regulation. Economic aspect, the form of CSR support by physical development through existing programs management and done by the appropriate corporate. Social aspect, it needs publication media as CSR branding program.
