Abstract
Limbah elektronik merupakan limbah bahan berbahaya
dan beracun (B3) yang saat ini telah menjadi perhatian utama
dunia. Limbah elektronik mengandung substansi berbahaya
seperti timbal, merkuri, kadmium dan bahan berbahaya lainnya
yang berpotensi untuk mencemari lingkungan apabila tidak
dikelola dengan tepat. Institut Teknologi Sepuluh Nopember (ITS)
menggunakan berbagai macam barang elektronik untuk
mendukung sarana dan prasarana dalam proses belajar mengajar
di lingkungan kampus. Barang elektronik digunakan dalam kelas,
ruang sidang, laboratorium, bengkel dan fasilitas departemen
lainnya. Belum terdapat kajian terkait pengelolaan limbah
elektronik di unit pendidikan ITS untuk melihat kondisi pengelolaan
limbah elektronik yang telah dilakukan.
Pada penelitian ini dilakukan observasi kepada masingmasing
unit pendidikan ITS untuk mendapatkan data jenis dan
kuantitas limbah elektronik yang disimpan, serta kondisi
pengelolaannya. Unit Pendidikan yang menjadi objek penelitian
diantaranya: Departemen Teknik Lingkungan, Arsitektur, Teknik
Geofisika, Biologi, Sistem Informasi, Teknik Kelautan dan Teknik
Elektro. Kondisi eksisting pengelolaan limbah elektronik
dibandingkan kesesuaiannya dengan peraturan tentang
pengelolaan limbah B3 yang berlaku di Indonesia. Kemudian
dilakukan analisis untuk mengetahui faktor yang mempengaruhi
pengelolaan limbah elektronik di unit pendidikan ITS. Selanjutnya
ditentukan prioritas pengelolaan limbah elektronik dengan
menggunakan metode Analytic Hierarchy Process (AHP). Metode
AHP menggunakan penilaian dari pihak yang terkait dengan
pengelolaan limbah elektronik di unit pendidikan ITS. Penilaian dilakukan pada Key Performance Indicator (KPI) yang terdiri dari
aspek teknis serta kelembagaan dalam pengelolaan limbah
elektronik.
Dari hasil peneilitian, didapatkan data bahwa unit
pendidikan ITS yang diteliti menghasilkan berbagai jenis limbah
elektronik diantaranya: perangkat IT seperti CPU; keyboard;
mouse, laptop, printer; faksimile; dan mesin fotokopi, kemudian
alat elektronik rumah tangga berukuran besar seperti lemari
pendingin; kipas angin dan AC, alat elektronik untuk pencahayaan
serta alat elektronik untuk laboratorium. Jumlah limbah elektronik
yang disimpan oleh unit pendidikan ITS yang diteliti mencapai
1289 unit, dengan total berat 16180 kg dan total volume 100,5 m3.
Limbah elektronik tersebut telah dikelola namun masih terdapat
kekurangan dalam aspek-aspek tertentu. Kekurangan tersebut
disebabkan oleh beberapa faktor, diantaranya: keterbatasan
kapasitas ruang penyimpanan limbah elektronik, kurangnya
pengetahuan SDM pada masing-masing departemen tentang
pengelolaan limbah B3 khususnya limbah elektronik, belum
adanya kebijakan dari pimpinan ITS tentang pengelolaan limbah
elektronik, dan tidak jelasnya mekanisme pemutihan barang milik
negara. Melalui metode AHP, didapatkan prioritas utama
pengelolaan limbah elektronik di unit pendidikan ITS yang diteliti
dalam aspek teknis adalah mengoptimalkan upaya penggunaan
barang elektronik agar sesuai dengan prosedur. Sedangkan
prioritas pengelolaan dalam aspek kelembagaan adalah
memberikan pelatihan pengelolaan limbah B3 kepada tenaga
kependidikan.

Electronic waste is a hazardous waste that becomes the
world's major concern nowadays. Electronic waste contains
harmful substances such as lead, mercury, cadmium and other
hazardous materials that have the potential to pollute the
environment if not managed properly. Institut Teknologi Sepuluh
Nopember (ITS) uses a variety of electronic goods to support
facilities and infrastructure in the teaching and learning process in
the campus environment. Electronic goods are used in classrooms,
conference rooms, laboratories, workshops and other education
unit facilities. There has been no study concerning about electronic
waste management in the ITS educational unit.
In this research, observations were made to each ITS
educational unit to obtain data about the type and quantity of stored
electronic waste, and the condition of its management. Educational
Unit that became the object of research include: Department of
Environmental Engineering; Architecture; Geophysical
Engineering; Biology; Information Systems; Marine Engineering;
and Electrical Engineering. The existing conditions of electronic
waste management then compared with the regulations of
hazardous waste management in Indonesia and analyzed. The
analysis was conducted to determine the factors that affect the
management of electronic waste in the ITS educational unit. The
priority of electronic waste management was determined using
Analytic Hierarchy Process (AHP) method. The AHP method uses
the assessment of experts related to the management of electronic
waste in the ITS educational unit. The assessment was done to the
technical and institutional aspects in the management of electronic
waste, and based on the Key Performance Indicator (KPI). From the research results, it was found that ITS
educational unit (that became the object of research) produced
various types of electronic waste such as: IT devices (CPU,
monitor, keyboard), air conditioner, printing equipment (printer,
copiers), laboratory equipment and various other types of
electronic waste. Total amount of stored electronic waste reached
1289 units, with a total weight of 16180 kg and a total volume of
100,5 m3. Electronic waste has been managed but there are still
shortcomings in certain aspects. The shortcomings are caused by
several factors, including: limited capacity of electronic waste
storage room; lack of knowledge of human resources in each
department about the management of hazardous waste, especially
electronic waste; lack of policy from the top management of ITS on
electronic waste management; and the unclear mechanism of state
property removal. Through the AHP method, the main priority of
electronic waste management in the technical aspect is to optimize
the use of electronic goods in accordance with the procedures.
While the priority of management in the institutional aspect is to
provide training about hazardous waste management to the human
