Abstract
Daerah Pulau Kelapa di Kepulauan Seribu hingga saat ini belum memiliki Sekolah Menengah Atas (SMA). Dengan keterbatasan lahan, maka sekolah dibangun di atas sebuah barge yang dikonversi. Tugas Akhir ini bertujuan untuk melakukan analisis baik secara teknis maupun ekonomis mengenai konversi barge menjadi sekolah apung (floating school). Pada pengerjaan awal, dipilih barge yang sudah ada dan telah beroperasi. Barge yang dipilih dapat menampung 9 (sembilan) unit ruang belajar. Pada analisis teknis, modifikasi yang dilakukan berupa pembuatan General Arrangement baru, perhitungan freeboard, tonnage, stablitas serta trim dari sekolah apung. Modifikasi yang dilakukan pada barge berupa penambahan 2 (dua) lantai ruangan pada geladak barge dengan fasilitas 9 unit ruang kelas, 1 unit perpustakaan, 1 unit ruang guru yang dilengkapi dengan ruang kepala sekolah, ruang arsip, beserta ruang bimbingan konsultasi siswa, 1 unit ruang kesehatan, 1 unit kafeteria, 1 unit tempat ibadah, 4 unit toilet dengan masing-masing 2 unit toilet perempuan dan 2 unit toilet laki-laki, serta 1 unit laboraturium IPA yang dilengkapi dengan 3 unit gudang penyimpanan. Fasilitas dari sekolah apung ini disesuaikan dengan Peraturan Menteri No.24 Tahun 2007 tentang Standar Sarana dan Prasarana untuk Sekolah Dasar/Madrasah Ibtidaiyah (SD/Mi), Sekolah Menengah Pertama/Madrasah Tsanawiyah (SMP/MTs), dan Sekolah Menengah Atas/Madrasah Aliyah (SMA/Ma) yang disesuaikan kembali dengan kondisi dari barge.Tinggi freeboard minimum 771.28 mm dengan sarat maksimum 2.38 m, serta besar tonnage kapal 3182 GT. Kondisi stabilitas sekolah apung memenuhi kriteria Intact Stability (IS) Code Reg. III/3.1. Desain Safety Plan dibuat sesuai dengan kriteria SOLAS 1974 dengan penambahan 353 lifejacket, 12 lifebuoys, dan 16 liferafts. Sekolah apung ditambatkan pada jarak 9 m dari dermaga. Pada analisis ekonomis, dilakukan perhitungan besarnya biaya kapal dengan biaya yang diperkirakan sebesar Rp 14,6 milliar.

Kelapa Island, one of existing Island on Seribu Islands, still having insufficient educational support for not all of the educational levels exist on the Island. With insufficient area to be built as a school, a converted barge is used. The purpose of this final project is to analyze both technically and economically the conversion of barge into a floating school. Existing barge chosen has the capacity to hold 9 unit classrooms. For the technical analysis, the existing general arrangement of barge has been modified into the general arrangement of floating school. The calculations of freeboard, tonnage, stability, and trim are also been done. An addition of two floored building is applied to the deck of the barge. The building consists of 9 units classrooms, 1 unit library, 1 unit teachers’ room which consists of headmaster’s office, archive room, and counseling room, 1 unit health room, 1 unit cafeteria, 1 unit praying room, 4 units restrooms consists of 2 units ladies’ restroom and 2 units gents’ restrooms, and 1 unit science laboratory consists of 3 storage rooms. Facility of the floating school is made based on ‘Peraturan Menteri Pendidikan No.24 Tahun 2007’, regulating the standard of Equipments and Infrastructures for Elementary School/Madrasah Ibtidaiyah, Middle School/Madrasah Tsanawiyah, and High School/Madrasah Aliyah which adjusted with the existing condition of barge. The minimum height of freeboard is 771.28 mm with maximum draft 2.38 m. The gross tonnage of the floating school is 3128 GT. The stability condition of floating school fulfils the criteria of Intact Stability (IS) Code Reg. III/3.1. Design of the floating school’s safety plan is made based on the criteria of SOLAS 1974, with additions of 353 lifejackets, 12 lifebuoys, and 16 life rafts. The floating school is moored 9 m from the dock. For the economic analysis, calculation of the ship conversion’s process reaches the number of IDR 14.6 billion.
