Abstract
Frontage road sisi barat Jalan Ahmad Yani Surabaya yang terletak di ujung selatan kota Surabaya merupakan jalan raya yang sibuk dan padat karena menjadi pintu gerbang masuknya kendaraan dari luar kota Surabaya. Hal tersebut di atas membuat frontage road sisi barat jalan Ahmad Yani Surabaya menjadi jalan yang rawan akan terjadinya kecelakaan lalu lintas. Salah satu faktor yang menyebabkan terjadinya kecelakaan yaitu faktor kecepatan. Oleh Karena itu, maka dilakukan analisa tingkat kecelakaan lalu lintas pada frontage road sisi barat Jalan Ahmad Yani Surabaya.
Tahapan penelitian ini meliputi survey kendaraan (volume, geometrik dan kecepatan), analisa lalu lintas menngunakan MKJI 1997, analisa daerah rawan kecelakaan, analisa korelasi antara faktor keepatan dengan tingkat kecelakaan, dan mencari solusi untuk mengurangi dan menghindari terjadinya kecelakaan.
Hasil pada penelitian memperlihatkan karakteristik kecelakaan dengan frekuensi kecelakaan 6,5 kejadian tiap bulan, proporsi terbesar kendaraan yang terlibat jenis sepeda motor sebesar 71,6 persen, jumlah korban 6,5 orang perbulan, dan kerugian material sebesar 2,5 juta perbulan. Tingkat kecelakaan tahun 2016 sebesar 0.04 kecelakaan/satujuta perjalanan kendaraan per-kilometer, sedangkan selama 5 bulan di tahun 2017 sebesar 0.32 kecelakaan/satujuta perjalanan kendaraan per-kilometer. Lokasi titik rawan (black spot area) kecelakaan pada STA 2+800 – 2+900 yang berlokasi di depan gedung Graha Pena dan DBL Arena. Tingginya tingkat kecelakaan dipengaruhi oleh faktor kecepatan kendaraan dimana pada kondisi 85 persentil yang melebihi batas kecepatan atau >40km/jam. Alternatif penanggulangan guna mereduksi tingkat kecelakaan diantaranya: (i) mengurangi pencampuran lalu lintas dengan normalisasi fungsi frontage road; (ii) pemasangan pita penggaduh (rumble strips) di lokasi black spot, (iii) penambahan PCTL (Pedestrian Crossing Traffic Light), (iv) pengecatan marka, dan (v) penindakan pelanggaran lalu lintas, terutama bagi pelanggar batas kecepatan.

West Side of Achmad Yani Frontage Road which is located at the southern end of Surabaya City that is a busy and crowded highway because it is the entrance gate of vehicles from outside cities to Surabaya, that it makes road becomes prone to traffic accident. One of the factors that cause the accident is the speed factor. Therefore, the accident rate is analyzed at the West Side of Achmad Yani Frontage Road.
The method in this final project include vehicle survey (volume, geometric, vehicle speed), traffic analysis using MKJI 1997, analysis of black spot area, correlation analysis between speed factor and accident rate, and find the alternative countermeasures to reduce accident rates
The results of this study show that the accident characteristics of the frontage road are (i) 3.5 accidents occur per month, (ii) motorcycles is accounted for the largest proportion of accidents which amounted to 71.6 percent, (iii) there are 3.5 accident victims per month, and (iv) material losses per month worths 2.5 million. The accident rate in 2016 was 0.04 crashes per one million vehicle travels per kilometer, while during 5 months in 2017 it was 0.25 accidents per one million vehicle travels per kilometer. Black spot area of accident is located on Sta 2 + 800 to 2 + 900 which is in front of Graha Pena building and DBL Arena. The high rate of accidents is influenced by the speed of the vehicle which 85 percentile exceeds the speed limit of 40 km per hour. Alternative countermeasures to reduce accident rates include: (i) reducing traffic mixing by normalization of frontage road function; (ii) installing rumble strips at the black spot area, (iii) installing Pedestrian Crossing Traffic Light (PCTL); (iv) painting road markings; and (v) penalizing traffic violators, particularly for violations of speed limits.
