Abstract
Setiap perusahaan selalu menginginkan sistem distribusi yang baik. Salah satu strategi distribusi yang dapat diterapkan agar memperoleh profit optimal yaitu dengan menggunakan Third Party Logistic (3PL) sehingga perusahaan tetap fokus pada kompetensi inti dalam pembuatan semen. PT Indocement merencanakan menggunakan jasa 3PL dengan moda transportasi truk untuk mendistribusikan semen dalam kantong dan curah dari Pabrik Citeureup ke area pemasaran di Pulau Jawa. Tarif truk merupakan dasar dalam pemilihan provider 3PL yang nilainya ditentukan oleh biaya investasi untuk truk, kantor, workshop dan biaya operasional untuk bahan bakar, pemeliharaan, operasional, dan overhead. Penentuan jumlah truk untuk menghitung biaya investasi merupakan permasalahan yang kompleks karena adanya ketidakpastian dalam demand, waktu loading, waktu unloading, dan waktu perjalanan sehingga harus menggunakan Metode Discrete-Event Simulation. Hasil simulasi dipilih dari komposisi jumlah truk semen kantong dan truk semen curah yang dapat memberikan service level terbaik. Jumlah truk tersebut digunakan sebagai dasar estimasi biaya investasi yang diperlukan. Perhitungan tarif dilakukan dengan mengolah komponen biaya tetap dan biaya variabel. Tarif yang dihasilkan berupa tarif per ton per tujuan yang berbeda bergantung pada lokasi tujuan dan jenis semen.

Every company needs a good distribution system. One of the distribution strategies that can be implemented to gain maximum profit is by using Third Party Logistic (3PL) strategy so that the company can focus on its competency of producing cement. Indocement plans to use 3PL services with truck transportation mode to distribute cement in bags and bulk from Citeureup Plant to marketing area in Java. Distribution fare is the basis for 3PL provider selection whose value is determined by the investment costs for trucks, offices, workshops and operating expenses for fuel, maintenance, operations, and overhead. Determining the number of trucks to calculate the investment cost is a complex problem because of uncertainty in demand, loading time, unloading time, and travel time so it must use Discrete-Event Simulation Method. The results of the simulation were chosen from the composition of the number of cement truck bags and bulk cement trucks that can provide the best service level. The number of trucks needed are used as the basis for the estimated investment cost. The calculation of distribution fare is done by processing fixed cost and variable cost components. The generated fare is fare per ton per destination, which differs from the location of each and the type of cement.
