Abstract

Maritime transport has a big impact on international trade, almost 80% of the global trade by volume and over 70% by value is carried by sea and is handled by ports worldwide. If the number of ships in the world is increasing, fuel consumption will also increase, so the emissions released from the vessel will be growing as well. Based on the condition of shipping emission and impact of CO2 to environment, International Maritime Organized (IMO) published regulations with the purpose of reducing international shipping GHG emission which is MARPOL Annex VI. It states that all ships of 400 GT and above shall be equipped with SEEMP. IMO has adopted calculation of Energy Efficiency Operational Indicator (EEOI) with the main objective of its use as a monitoring performance indicator in shipping, most likely in relation to SEEMP. Today, many shipping companies adopted slow steaming, or the reduction in the sailing speed of ship with purpose to lower operational cost and improve environmental aspect. This research will calculated the benefit of slow steaming into two aspects, emission based on EEOI and economical aspect. The method used in this thesis was by using the study case taken from one of the ships for shipping companies. The result shows, from reducing vessel speed from 18.10 knot decrease to 13 knots (28%), value of average EEOI decrease almost by 45% while profit will increase by approximately 26%. Generally, slow steaming can reduce emission, consequently improve energy efficiency of ships and provide benefit to economical aspect.

Transportasi laut memiliki dampak yang besar terhadap perdagangan internasional, hampir 80% dari volume perdagangan global dan lebih dari 70% menurut nilai dibawa melalui jalur laut dan ditangani oleh pelabuhan di seluruh dunia. Jika jumlah kapal di dunia meningkat, tentu konsumsi bahan bakar meningkat juga, sehingga emisi yang dihasilkan oleh kapal juga akan semakin meningkat. Berdasarkan kondisi dari emisi dan dampaknya terhadap lingkungan, International Maritime Organized (IMO) menerbitkan peraturan yang bertujuan mengurangi emisi gas rumah kaca (grk) yakni MARPOL Annex VI. Dalam peraturan tersebut menyatakan bahwa semua kapal dengan volume 400 GT dan di atas harus dilengkapi dengan SEEMP. IMO telah menerapkan perhitungan Indikator Operasional Efisiensi Energi (EEOI) dengan tujuan utama penggunaannya sebagai indikator kinerja operasional kapal, berkaitan dengan SEEMP. Saat ini banyak perusahaan pelayaran yang mengadopsi slow steaming, atau penurunan kecepatan operasional kapal dengan tujuan untuk menurunkan biaya operasional dan memperbaiki aspek lingkungan. Penelitian ini akan menghitung manfaat slow steaming dari dua aspek, yaitu dari segi emisi berbasis EEOI dan juga aspek ekonomi. Metode yang digunakan dalam skripsi ini adalah studi kasus yang diambil dari salah satu kapal perusahaan pelayaran. Hasilnya menunjukkan, dari penurunan kecepatan kapal dari 18,10 knot menjadi 13 knot (28%) nilai rata-rata EEOI turun hampir sebesar 45% sedangkan laba kapal tersebut meningkat sekitar 26%. Kesimpulannya slow steaming dapat mengurangi emisi sehingga meningkatkan efisiensi energi kapal dan juga memberikan manfaat dari segi ekonomis.
