Abstract
Distribusi maritim merupakan salah satu sektor yang vital bagi industri minyak dan gas di Indonesia. Tingginya aktivitas tersebut sering menimbulkan biaya non added value bagi perusahaan minyak dan gas, salah satunya adalah demurrage cost. Demurrage adalah jumlah pembayaran yang disepakati akibat terlanggarnya kesepakatan yang menyebabkan keterlambatan kapal baik pada saat sebelum pelayaran maupun setelahnya (Schofield,2016). Penelitian ini melakukan improvisasi terhadap sebuah pelabuhan khusus minyak dan gas milik perusahaaan minyak dan gas terbesar di Indonesia. Pelabuhan tersebut mengalami demurrage cost yang tinggi. Banyaknya ketidakpastian di pelabuhan berupa waktu kedatangan kapal dan waktu proses bongkar muat telah memunculkan antrian sehingga demurrage cost meningkat. Pada penelitian ini dikembangkan sebuah model simulasi untuk menurunkan demurrage cost di pelabuhan tersebut dengan mempertimbangankan prioritas antrian. Pada kondisi riil antrian kapal memakai aturan first in first out (FIFO) tanpa mempertimbangkan beban demurrage cost kapal tersebut. Oleh karena itu, skenario perbaikan dikembangkan dengan kombinasi prioritas antrian berdasarkan kategori ukuran kapal. Penelitian ini menghasilkan sebuah skenario baru yang dapat menurunkan demurrage cost hingga USD 57.738 daripada sebelumnya.

Maritime distribution is one of vital sector for oil and gas companies in Indonesia. Some activities of marine transportations are non added value costs for the oil and gas companies, example is demurrage cost. Demurrage is the agreed amount of damage which is to be paid for the delay of the ship caused by default of the charterers at either the commencement or the end of the voyage (Schofield,2016). Improvisation done on one of biggest oil and gas companies in Indonesia, which have high demurrage cost harbour. The number of random arrivals and unspecific loading discharge time, thus responsible for increasing of demurrage cost due to queue in harbour. This research is simulation a model for decrease the demurrage cost in the company’s harbour in consideration of queuing process. Current condition of shipping queue using the first in first out (FIFO) sequence in company’s harbour resulted in over cost due to demurrage. Alternative scenario development with combination of priority for each shipping in this research resulting in queue priority scenario which reduce demurrage cost by USD 57.738 in a year than current condition.
