Abstract
Sektor Pariwisata adalah satu dari empat sektor prioritas pembangunan pada Program Nawa Cita Pemerintahan Joko Widodo – Jusuf Kalla Tahun 2014 – 2019. Penerimaan devisa dari sektor pariwisata untuk tahun 2015 – 2019 diprediksikan terus meningkat hingga tahun 2020, Sektor pariwisata akan menjadi penyumbang devisa terbesar diatas eksport CPO, batubara, minyak dan karet (Pusdatin Kemenpar, 2014). Satu dari sekian banyak destinasi wisata umum di Indonesia, lokasi wisata di wilayah Gunung Arjuno koridor Sukorejo – Batu, yang meliputi Kabupaten Pasuruan, Kabupaten Malang dan Kota Batu adalah destinasi utama wisatawan, baik domestic maupun non domestic di Provinsi Jawa Timur. Oleh karena itu perlunya dibangun fasilitas penunjang seperti Jalan Tol untuk membantu mencapai target pemerintah terutama di sektor pariwisata.
Untuk itu perlu adanya Analisa studi kelayakan terkait pembangunan jalan tol baru Sukorejo – Batu. Adapun beberapa aspek seperti Kelayakan teknis, kelayakn ekonomi dan kelayakan Finansial yang ditinjau. Juga Analisa terkait keadaan Lalu lintas, selisih nilai waktu dan Biaya Operasional Kendaraan (BOK) sebelum dan sesudah adanya Proyek. Dan dihitung nilai BCR, NPV, EIRR dan FIRR serta tarif tol yg optimum.
Dari hasil perhitungan didapatkan untuk analisa kelayakan ekonomi dan finansial dikatakan layak karena nilai BCR >1 dan nilai NPV > 0. Kemudian dari sisi kelayakan teknik juga layak karena semua titik telah memenuhi syarat (Ltot<2TS).

Tourism sector is one of four priority development sector on the Government Program Nawa Cita Joko Widodo – Jusuf Kalla 2014 – 2019. Foreign exchange earnings from tourism sector in 2015 – 2019 predicted will continue increase until 2020, tourism sector will be the biggest contributor of foreign exchange above CPO export , coal, oil and rubber (Ministry Of Tourism, 2014). One of many general tourist destinations in Indonesia, Tourist sites is in Arjuno Mountain area corridor Sukorejo – Batu, which cover Pasuruan District, Malang District and Batu City is the main destinations of tourist, domestic or non domestic in eastern java province. Therefore it needs to be build supporting facilities such as toll roads to help governments reach targets untuk especially in tourism sector.
Therefore need feasibility study for new toll roads construction Sukorejo – Batu. There are several aspects such as technical feasibility, economic feasibility and financial feasibility which should be reviewed. Also analysis of traffic conditions, time value and Vehicle Operating costs (VOC) before and after there is toll road. And calculating BCR, NPV, EIRR, FIRR and optimum toll rates.
From the calculation results obtained for economic and financial feasibility is worthy because the value of BCR is more than 1 and the NPV is more than 0. And then from technical feasibility is worthy too because it is qualify (Ltot<2TS).
