Abstract
Surabaya merupakan kota metropolitan yang mempunyai
permasalahan transportasi seperti kemacetan dan kurang
memadainya angkutan umum. Rencana pengoperasian sistem
angkutan massal cepat berbasis rel dengan kualitas yang
nyaman bagi pengguna merupakan solusi yang ingin
direalisasikan pemerintah kota, yang rutenya melalui Jalan Blauran-Bubutan tentu berdampak pada perubahan kinerja ruas jalan.
Metode yang digunakan mengacu pada Pedoman Kapasitas Jalan Indonesia (PKJI 2014). Perhitungan volume kendaraan setelah trem beroperasi mempertimbangan perpindahan pengguna angkutan. Probabilitas perpindahan pengguna angkutan pribadi ke trem diasumsikan sebesar 20% baik untuk kendaraan ringan maupun sepeda motor. Kondisi geometrik ruas jalan dan simpang berkurang satu lajur akibat digunakan untuk lajur trem.
Hasil analisis kinerja ruas Jalan Blauran-Bubutan
sebelum adanya trem pada nilai derajat kejenuhannya rata-rata DJ < 0,85. Setelah adanya trem kinerja ruas dan simpang pada Jalan Blauran-Bubutan mengalami penurunan untuk nilai derajat kejenuhan rata-ratanya, sedangkan pada Jalan Bubutan Timur nilai derajat kejenuhan meningkat sampai DJ > 0,85 akibat pengurangan satu lajur digunakan untuk lajur trem.
Namun, setelah dilakukan distribusi beban arus lalu lintas pada Jalan Bubutan Barat dan Jalan Bubutan Timur, maka nilai derajat kejenuhan pada Jalan Bubutan Timur DJ < 0,85.

Surabaya is a metropolitan city which has transportation problems, like traffic jam and lacking of good public transportation. The operation planning of rapid public transportation system-based railway which has comfortable
quality for users is the solution that the city government wants to be realized, in which the route is Blauran-Bubutan Street certainly has impact on the street performance changes.
The method used refers to Indonesian Road Capacity Guidance (PKJI 2014). The calculation of vehicle volume
after tram operates considers the movement of transportation users. The probability of private transportation users movement to the tram is assumed to be 20% for both light vehicles and motorcycle. The geometric condition of the street and the intersection is reduced by one lane as it is used for tram lanes.
The result of performance analysis of Blauran-Bubutan Street before the tram operation on the average degree of saturation value was DJ <0.85. After the tram operates, the performance of the streets and the intersections on Blauran-Bubutan street decreased for the average degree of saturation, whereas on Bubutan Timur Street, the value of the saturation degree increased up to DJ> 0.85 due to the reduction of one lane which is used for tram lane. However, after the distribution of the traffic load on Bubutan Barat and Bubutan Timur Street, the value of the saturation degree on Bubutan Timur Street was DJ <0.85.
