Abstract

Posisi geografis Sungai Palu yang strategis, menjadikannya sebagai sasaran utama kegiatan kota (pusat kota). Berkembang, namun kurang pengawasan mengakibatkan fungsi-fungsi ruang publik khususnya pada bantaran sungai menjadi kawasan padat hunian. Fenomena banjir yang melanda hampir setiap tahunnya akibat perubahan iklim akhir-akhir ini menjadi masalah sekaligus dorongan besar bagi semua pihak untuk menata dan memperbaiki kawasan tersebut. Penulisan ini bertujuan untuk mengidentifikasi kondisi fisik dan non fisik ruang terbuka publik pada bantaran sungai di kawasan pusat Kota Palu. Menggunakan metode penelitian deskriptif kualitatif, dengan melakukan pengamatan atau observasi, wawancara, quesioner dan dokumentasi yang disesuaikan dengan pendekatan Waterfront Development. Tahap analisa data menggunakan teknik Walktrough Analisys untuk mengidentifikasi kondisi fisik secara intensif, dan Walkability Analisys untuk kondisi non fisik area studi dengan mengamati dan mengevaluasi respon pendatang serta pengguna ruang. Kemudian dilanjutkan dengan metode triangulasi untuk memadukan antara hasil analisa data sebelumnya, hasil tinjauan kebijakan dan teori terkait, dengan hasil wawancara stakeholder serta pakar yang terkait di bidang penelitian. Hasil keseluruhan tahapan tersebut yaitu merumuskan kriteria dan konsep penataan ruang terbuka publik pada bantaran sungai di kawasan pusat Kota Palu dengan pendekatan Waterfront Development, yaitu: 1) Pengembangan kawasan sebagai transition and relaxation area (penetral) dengan infill fungsi dan aktivitas baru; 2) Penataan akses, organisasi sirkulasi serta penerapan sistem linkage visual dan struktural; 3) Pengaturan penerangan sebagai kontrol sosial, peletakan signage di tempat strategis, penerapan sistem pembuangan Open Channels dan Subsurface stroms drains yang terpusat dan saling terintegrasi serta penyediaan fasilitas pembuangan sampah komunal; 4) Penyediaan sarana dan prasarana komersil; 5) Pengembangan recreation waterfront dan residental waterfront; 6) Renaturalisasi badan tanggul serta penerapan drainase sumur resapan dan biopori untuk masalah genangan air; serta 7) Adaptasi baik bentuk melengkung dan warna kuning sebagai identitas kawasan. ================================================================= Having a strategic geographic position, Palu River is the main target of city activities (city center). Development without proper supervision resulted in public spaces, especially on river banks, turned into densely populated areas. In addition, the phenomenon of flood that hits almost every year due to climate change recently become a big problem as well as a big push for all parties to arrange and improve the area. This writing aims to identify the physical and non physical conditions of public open spaces on the banks of the river in the central area of Palu City. Using descriptive qualitative and interpretative research methods, and done by observation, interview, quesioner and documentation adapted to Waterfront Development as an approach. The data analysis phase used the Walktrough Analisys technique to identify intensive physical condition, and Walkability Analisys for non-physical condition of the study area by observing and evaluating the response of entrants and space users. Then proceed with the triangulation method to combine the results of the previous data analysis, the results of literature review and policy in the form of general criteria, and the results of stakeholder interviews and related experts in the field of research. The overall result of the stages is to formulate criteria and concept of public open space arrangement on river banks in the central area of Palu City with approach of Waterfront Development, that is: 1) The development of the area as a transition and relaxation area (neutral) with new infill functions and activities; 2) Access arrangement, circulation organization and application of visual and structural linkage system; 3) Lighting arrangements as social controls, strategic signage deployment, deployment of Open Channels and Integrated and centralized Subsurface stroms drainage, and provision of communal waste disposal facilities; 4) The provision of commercial facilities and infrastructures; 5) The development of recreation waterfront and residental waterfront; 6) Renaturation of embankment bodies and the application of absorption well based drainage and biopores to the problem of puddles and floods; and 7) Adaptation of both curved shapes and yellow color as regional identity.
