Abstract

Jalan tol merupakan jalan yang dikhususkan kendaraan dengan minimal 2 gandar (truk, mobil, bis, dll) dan sebelum memasuki jalan tol terdapat gerbang tol untuk membayar biaya masuk ke jalan tol tersebut dengan biaya yang berbeda-beda tiap golongan. Di dalam pelaksanaannya jalan tol yang seharusnya jalan bebas hambatan tetapi sering kali terjadi kemacetan salah satu faktor dari kemacetan itu sendiri adalah panjangnya antrian di gerbang tol dan kurang seimbangnya antara gerbang tol yang dioperasikan dengan jumlah kendaraan yang masuk jalan tol. Sehingga dibutuhkannya jumlah gerbang tol yang optimum agar jalan tol dapat memaksimalkan fungsinya sebagai jalan bebas hambatan. Dalam perencanaan ini menggunakan metode First In First Out sebagai disiplin antrian dan metode Single Channel – Single Phase untuk struktur antrian pada gerbang tol. Perencanaan gerbang tol ini mempertimbangkan gerbang tol konvensional, gerbang tol otomatis (GTO), dan On Board. Perencanaan gerbang tol Pandaan-Malang, merencanakan gerbang tol pada tahun 2016, 2030, dan 2045.Harapannya perencanaan ini didapati jumlah gerbang tol yang optimum dalam segi panjang antrian, dan tingkat pelayanan. Hasil dari penilitian perencanaan gerbang tol Pandaan-Malang pada tahun 2016 gerbang Purwodadi, Lawang, Pakis 1, Pakis 2, dan Malang untuk arah masuk dan keluar terdapat 1 gardu tol konvensional, 1 gardu tol otomatis dan on board unit digabung menjadi 1 gardu. Pada tahun 2030 diasumsikan semua gerbang tol menggunakan gardu tol otomatis dan on board unit digabung menjadi 1 gardu seperti pada tahun 2016. Gerbang Purwodadi untuk arah masuk 1 gardu, keluar 2 gardu. Gerbang Lawang arah masuk 1 gardu, keluar 2 gardu. Gerbang Pakis 1 arah masuk 2 gardu, keluar 2 gardu. Gerbang Pakis 2 arah masuk 1 gardu, keluar 1 gardu. Gerbang Malang arah masuk 2 gardu, keluar 3 gardu. Pada tahun 2045 diasumsukan 2 jenis gardu yaitu gardu tol otomatis dan gardu tol on board unit. Gerbang Purwodadi, Lawang, dan Pakis 1 untuk arah masuk dan keluar terdapat 2 gardu tol otomatis dan 1 gardu tol on board unit. Untuk gerbang tol Pakis 2 arah masuk terdapat 1 gardu tol otomatis dan 1 gardu tol on board unit, sedangkan arah keluar terdapat 2 gardu tol otomatis dan 1 gardu tol on board unit. Untuk gerbang tol Malang arah masuk terdapat 3 gardu tol otomatis dan 1 gardu tol on board unit, sedangkan arah keluar terdapat 4 gardu tol otomatis dan 1 gardu tol on board unit. ========================================================================================= Toll is a specialized road for minimum 2 axled vehicles (truck, car, bus, etc) and a toll gate as a place to pay service fee according to the vehicle's category is placed at the entrance. Toll supposed to be obstacle-free road, but in reality, traffic jam still occurs, few causes of this problem are: the long queue in toll gate and lack of balancy between operating toll gate and number of vehicles in toll road. Optimum number of toll gate is needed to maximize the function of toll as obstacle-free road. In this planning, FIFO method is used as queue rule and single channel-single phase method for queue structure in toll gate. This toll gate planning considers conventional toll booth, automatic toll booth (gto), and on board. This pandaan-malang toll gate planning is for year 2016,2030,2045. The expected result is optimum number of toll gate, to decrease queue length and increase service level. The study result in 2016 at purwodadi gate, lawang gate, pakis 1 gate, pakis 2 gate, and malang, there is 1 conventional booth, 1 automatic and on board unit gathered for entrance and exit. In 2030, assuming that all booths are automatic booth and on board unit is gathered as in 2016. Purwodadi entrance is 1 booth, and exit is 2 booths. Pakis 1 entrance is 2 booths, and exit is 2 booths. Pakis 2 entrance is 1 booth and exit is 1 booth. Malang entrance is 2 booths and exit is 3 booths. In 2045, assuming that 2 types of toll booths are automatic booth and on board unit. Purwodadi, lawang, and pakis 1 entrance and exit is 2 automatic booths and toll on board unit. Pakis 2 entrance is 1 automatic booth and 1 toll on board unit, exit is 2 automatic booths and 1 toll on board unit. Malang entrance is 3 automatic booths and 1 toll on board unit and exit is 4 automatic booths and 1 toll on board unit.
