Abstract
Pembangunan di Indonesia belum banyak berorientasi pada wilayah laut, termasuk hunian nelayan. Permukiman nelayan umumnya tumbuh tidak teratur dengan kualitas fisik dan sumber daya manusia yang rendah. Sehingga, diperlukan pengelolaan permukiman nelayan dengan pendekatan yang pro-maritim dan berkelanjutan. Dalam hal ini, budaya bahari bersifat relevan dengan kehidupan nelayan di laut secara turun-temurun dan potensial berkembang pada sektor pariwisata. Untuk itu, penelitian ini menjadikan budaya bahari sebagai landasan peremajaan permukiman nelayan, yang dipelajari secara mendalam pada perumahan nelayan di atas air.
Studi kasus yang dipilih adalah perumahan nelayan Bontang Kuala di Kalimantan Timur sebagai representasi hunian nelayan berkelanjutan. Area ini beradaptasi dengan iklim di Indonesia melalui struktur bangunan panggung di atas air laut, serta terus berkembang dengan kekhasan bahari. Namun, area ini juga menghadapi fenomena modernisasi yang mempengaruhi kualitas fisik dan kelestarian budaya bahari setempat. Selanjutnya, penelitian ini menggunakan paradigma naturalistik dengan strategi kombinasi kualitatif dan kuantitatif. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dokumentasi, dan kuisioner. Data dianalisa melalui eksplorasi kualitatif (dengan pendekatan etnografi), kuantitatif (statistik deskriptif inferensial), komparatif, dan triangulasi.
Penelitian ini menghasilkan konsep peremajaan berupa revitalisasi perumahan nelayan Bontang Kuala sebagai kampung nelayan bahari, yang berorientasi pada perkembangan sektor maritim dan pariwisata. Konsep ini mengacu pada prinsip budaya bahari masyarakat, yaitu mobilitas, fleksibilitas, kedekatan sosial melalui hubungan kekeluargaan, serta keterikatan yang kuat dengan lingkungan laut. Secara spesifik, peremajaan ini diwujudkan melalui pengelompokan fasilitas perumahan yang berorientasi pada laut, normalisasi sungai sebagai beranda kawasan perumahan, konservasi bangunan cagar budaya, pengembangan jalur akses pada dek panggung dan air, perbaikan infrastruktur, pengaturan proporsi kavling dan persebaran area permukiman, serta konsep rumah nelayan. Dengan demikian, perencanaan dan perancangan lingkung bina Bontang Kuala dapat mewadahi berbagai aspek kehidupan nelayan secara berimbang dan berkelanjutan.

Development in Indonesia has not been much oriented to the ocean, including fisher’s dwellings. Fishermen’s settlements commonly grow irregularly with low quality of physical appearance and human resources. Thus, a pro-maritime and sustainable approach of its development is needed. In this regard, maritime culture is related to fishermen’s hereditary way of life and potential to be developed in tourism sector. Therefore, this study set maritime culture as underlying consideration in renewing fishermen’s settlement, which is deeply learned on the over-water fisher’s housing.
Case study of this research is Fishermen’s stilt housing in Bontang Kuala, East Kalimantan, representing fishermen’s sustainable dwelling. The settlement adapts with Indonesian local climate through its pile building construction above the sea water, and now keeps growing with unique maritime ambience. However, this area also faces modernization phenomena which affect physical quality and local culture existence. Furthermore, this study uses naturalistic paradigm with the combination of qualitative and quantitative strategies. The data are collected through in-depth interviews, participatory observations, documentations, and questionnaires. The gathered data are qualitatively explored with ethnographic approach, quantitatively described with inferential statistics, and also analysed with comparative and triangulation techniques.
This study generates renewal concept in form of Bontang Kuala fishermen’s housing revitalization as a maritime fishermen’s kampong, that is oriented towards maritime and tourism sector development. The concept refers to societies’ principle of maritime culture consisting of mobility and flexibility, social intimacy in kinship, and strong attachment to sea environment. Specifically, the concept is realized through housing facilities zoning oriented to the sea, riverside normalization as the housing veranda, heritage building conservation, development of access roads both on stilt deck and water, infrastructures improvement, management of land lot proportions and settlement expansion, and also the fisher’s house concept. Therefore, the efforts of planning and designing built environments in Bontang Kuala can accommodate various aspects of fishermen’s livelihood in balanced and sustainable way.
