Abstract

Kajian Strategi yang tepat dalam pelaksanaan mitigasi penurunan emisi GRK sebagai upaya pengendalian perubahan iklim akibat deforestasi dan degradasi hutan (REDD+) di Provinsi Papua merupakan suatu langkah penting yang harus dilakukan. Sektor Berbasis Lahan merupakan penghasil karbon terbesar diantara sektor lainnya di Provinsi Papua, khususnya Sub sektor kehutanan. Tingkatan emisi di Provinsi Papua pada tahun 2010 di dominasi sub sektor kehutanan dan penggunaan lahan lainnya yaitu sebesar 639.818.463 tCO2eq atau sekitar 99,8 % dari total emisi GRK keseluruhan sebesar 640.737.952,64 tCO2eq. Untuk menganalisis strategi pelaksanaan mitigasi (REDD+) maka terlebih dahulu dihitung tingkat emisi karbon. Perhitungan tingkat emisi karbon untuk sub sektor ini dilakukan dengan mengacu pada metode yang telah dikembangkan oleh IPCC 2006. Untuk sub sektor Kehutanan dan Penggunaan Lahan Lainnya menggunakan pendekatan historical dan forward looking. Sedangkan kajian aspek lingkungan dan aspek kelembagaan menggunakan analisis SWOT untuk mendapatkan strategi yang efektif, efisien dan berkelanjutan berdasarkan data aktivitas dan parameter – parameter yang di kaji pada wilayah penelitian. Tingkat emisi karbon sub sektor kehutanan memberikan kontribusi sebesar 921.779.031,23 Ton CO2eq (metode historical) dan 1.052.683.205,46 Ton CO2eq (metode forward looking) pada akhir periode mitigasi tahun 2020, sedangkan rekomendasi strategi yang diberikan adalah Diversifikasi Strategi (Analisa SWOT) yaitu memanfaatkan kekuatan kelembagaan didalam menghadapi tantangan yang ada melalui program strategis aksi mitigasi peningkatan serapan karbon hutan dan stabilisasi simpanan karbon hutan. Skenario mitigasi ini mampu menurunkan emisi sebesar 552.303.873 Ton CO2eq atau sebesar 52,47 % dari total emisi komulatif pada akhir program mitigasi tahun 2020 berdasarkan pendekatan forward looking. Asumsi strategi aksi mitigasi berjalan sesuai dengan skenario optimis yaitu dapat dilaksanakan dengan hasil yang maksimal selama periode mitigasi = Study the right strategy in the implementation of the mitigation of GHG emission reduction in an effort to control climate change caused by deforestation and forest degradation (REDD +) in Papua Province is an important step that must be done. The mitigation scenario forestry subsector capable of reducing emissions by 552,303,873 Ton CO2eq or by 65.686% of the total cumulative emissions mitigation program at the end of 2020, assuming the mitigation action strategy goes according to the optimistic scenario that can be implemented with maximum results during the period mitigation.
