Abstract
Perkembangan Kota Palangka Raya sebagai pusat pertumbuhan di Provinsi Kalimantan Tengah membawa dampak terhadap peningkatan jumlah penduduk sehingga menambah jumlah sampah yang dihasilkan. Sementara itu permasalahan yang muncul adalah masih dijumpainya pola pembuangan sampah ke sungai, saluran irigasi, maupun pembuangan dan pembakaran sampah di pekarangan atau di lahan kosong, keterbatasan sumber daya manusia, pembiayaan dan sarana prasarana yang tidak memadai, masih terbatasnya sampah yang terangkut ke TPA dan jangkauan pelayanan yang masih terbatas serta proses akhir di TPA masih menggunakan sistem open dumping. Hal ini menunjukan ada indikasi kinerja pengelolaan sampah yang belum optimal. Oleh karena itu, maka perlu dikaji kinerja pengelolaan sampah di Kota Palangka Raya dan faktor-faktor yang mempengaruhinya. Penelitian ini dilakukan untuk menilai layanan persampahan melalui analisa kualitas layanan persampahan terhadap kinerja dari Dinas Cipta Karya, Tata Ruang dan Perumahan Kota Palangka Raya.
Metodologi penelitian ini menggunakan pendekatan deskriptif kualitatif dan kuantitatif, dengan teknik analisis menggunakan standar normatif. Pendekatan deskriptif dengan pendekatan studi kasus, dengan teknik analisis menggunakan teknik Delphi, analisa Content dan Servqual. Teknik sampling yang digunakan untuk memilih responden adalah teknik Stratified Random Sampling (pengambilan sampel acak terstratifikasi).
Hasil penelitian menunjukkan bahwa kinerja layanan persampahan memiliki keterkaitan dengan berbagai faktor yang mempengaruhi kinerja pengelolaan sampah antara lain jumlah personil dan sarana prasarana masih sangat terbatas, operasional pengangkutan yang belum optimal, masih kurang jelasnya pembagian tugas terutama pada system pengumpulan dan pengangkutan dan kurangnya kesadaran masyarakat dalam mendukung pengelolaan sampah. Rekomendasi dari penelitian ini yaitu pemerintah perlu menambah jangkauan pelayanan sampah, personil, peralatan serta memberikan sosialisasi mengenai pengelolaan sampah kepada masyarakat

The development of the city of Palangka Raya as a center of growth in the province of Central Kalimantan has an impact on the increase in the number of residents thus increasing the amount of waste generated. Meanwhile, the problems that arise are still the pattern of garbage disposal into rivers, irrigation channels, and the disposal and burning of garbage in the yard or on vacant land, limited human resources, insufficient infrastructure and financing, the limited waste that is transported to the landfill and Limited service coverage and final process in landfill still use open dumping system. This shows an indication of waste management performance in Palangka Raya city and the factors that influence it.
This research methodology used qualitative and quantitative descriptive approach, with analysis technique using sequel analysis. Sampling technique using apurposive sampling method that is the technique of sampling data source with acertain consideration.
This research was conducted to assess the garbage service by analyzing the quality of waste service to the performance of the work agency, spatial and residential office of Palangka Raya city. The result of the research shows that the performance of solid waste service is related to various factors that influence the performance of waste management such as the number of personnel and infrastructure facilities is still very limited, transportation operations are not optimal yet, the lack of clear division of tasks, especially in the collection and transportation system, and the lack of public awareness In support of waste management. The recommendation of this research is that the government needs to increase the reach of garbage service, personnel, equipment and to provide socialization about waste management to the community. The results of this study is expected that to improve the optimization of waste management performance in the city of Palangka Raya need to improve the performance of the work of copyrighted works, layout and housing Palangka Raya more real and active role in helping to provide facilities and infrastructure waste
