Abstract
Air bersih merupakan salah satu hal yang penting dan mendapat prioritas dalam
perencanaan kota. Semakin tinggi taraf kehidupan seseorang, maka kebutuhan airnya pun
akan meningkat. Pemenuhan kebutuhan air bersih yang layak untuk Kota Gresik masih
belum maksimal. Berdasarkan Peraturan Menteri Pekerjaan Umum Nomor 14 Tahun
2010, cakupan pelayanan air minum di Kota Gresik tergolong buruk dengan tingkat
pelayanan air bersih yang kurang dari 50%. Oleh karena itu, untuk mengoptimalkan
pelayanan air bersih dan pemerataan pelayanan di Kota Gresik maka diperlukan
optimalisasi pelayanan air bersih di Kota Gresik sehingga sesuai dengan target pelayanan
air bersih dan menciptakan kehidupan masyarakat yang berkelanjutan.
Penelitian ini menggunakan tiga analisa. Pertama yaitu menganalisis rasio
pelayanan air bersih permukiman di Kota Gresik dengan metode perhitungan sesuai
dengan standar kebutuhan dan ketersediaan air bersih. Selanjutnya menganalisis
pelayanan air bersih berdasarkan persepsi masyarakat, lalu menganalisis faktor-faktor
yang mempengaruhi pelayanan air bersih dengan analisis regresi linier berganda, dan
merumuskan upaya optimalisasi pelayanan air bersih dengan analisis deskriptif.
Dari hasil perhitungan rasio pelayanan air bersih di Kecamatan Gresik adalah 30,38%,
sedangkan di Kecamatan Kebomas adalah 19,78%. Berdasarkan persepsi masyarakat
sebanyak 93% masyarakat belum menggunakan PDAM di Kecamatan Gresik dan 75% di
Kecamatan Kebomas. Dari hasil analisis regresi, didapatkan faktor-faktor yang
berpengaruh pada pelayanan air bersih Kota Gresik di Kecamatan Gresik yaitu, jarak
perpipaan, pendapatan bulanan rumah tangga, dan jumlah orang dalam KK. Sedangkan di
Kecamatan Kebomas, pelayanan air bersih dipengaruhi oleh jarak perpipaan, dan jumlah
pengeluaran bulanan keluarga untuk air bersih. Untuk upaya optimalisasi yang dapat
dilakukan yakni dengan memetakan sesuai dengan kondisi eksisting, untuk wilayah yang
kesulitan mendapatkan layanan PDAM maka dapat memenuhi kebutuhan air bersih
secara swadaya dengan memanfaatkan sumber terdekat.

Clean water is one of the important things and gets priority in city planning. More
higher the level of a person's life, the need for water will increase. The service of clean
water needs for Gresik City is still not maximal. Based on the Regulation of Minister of
Public Works No. 14/2010, the coverage of drinking water service in Gresik City is poor
with the level of water service which is less than 50%. Therefore, to optimize the service
of clean water and even distribution service in Gresik City, it is necessary to optimize
clean water service in Gresik City so that it is in accordance with the target of clean water
service and create sustainable society life.
This research uses three analyzes. The first is to analyze the ratio of clean water
service in Gresik City with the method of calculation in accordance with the standard
needs and availability of clean water. Then analyze the service of clean water based on
public perception, then analyze the factors that influence the service of clean water with
multiple linear regression analysis, and formulate efforts to optimize clean water service
with descriptive analysis.
From the result of clean water service ratio calculation in Gresik Sub District is
30.38%, while in Kebomas Sub District is 19.78%. Based on public perception, 93% of
people have not used PDAM in Gresik Sub-district and 75% in Kebomas Sub District.
From the regression analysis, the factors that influence the clean water service of Gresik
City in Gresik sub-district are piping distance, monthly household income, and number of
people in the household. While in Kebomas Sub District, clean water service is
influenced by pipeline distance, and monthly family expenditure amount for clean water.
To optimize efforts that can be done that is by mapping in accordance with existing
conditions, for areas that are difficult to get PDAM service then can meet the needs of
clean water by self-help by using the nearest source.
