Abstract

Dalam perencanaan jalan tol Pasuruan – Probolinggo diperlukan pertimbangan ekonomi dan finansial sebagai acuan dalam investasi agar jalan tol tersebut merupakan perencanaan yang efisien. Oleh karena itu perlu dilaksanakan STUDI KELAYAKAN EKONOMI DAN FINANSIAL JALAN TOL PASURUAN – PROBOLINGGO. Dengan dilaksanakannya studi tersebut didapatkan berapa besar penghematan Biaya Operasional Kendaraan (BOK) dan nilai waktu (time value) dengan adanya jalan tol Pasuruan-Probolinggo. Sehingga akan diketahui kelayakan jalan tol Pasuruan-Probolinggo dari segi analisis ekonomi dan finansial. Metodologi untuk menganalisis Biaya Operasional Kendaraan (BOK) dan nilai waktu (time value) menggunakan metode Jasa Marga. Untuk menganalisis aspek kelayakan ekonomi menggunakan parameter BCR dan NPV sebagai acuan kelayakan. Sedangkan untuk menganalisis aspek kelayakan finansial menggunakan parameter BCR, NPV, dan IRR sebagai acuan kelayakan. Dari analisis aspek ekonomi didapatkan penghematan BOK dan nilai waktu (time value) sebesar Rp 5.159.378.332.041,06. Sehingga didapat hasil nilai BCR sebesar 1,37 1 dan nilai NPV sebesar Rp 1.370.590.119.270,41 0. Berdasarkan nilai BCR 1 dan NPV 0, maka dapat disimpulkan pembangunan jalan tol Pasuruan – Probolinggo layak dari aspek ekonomi. Dari analisis aspek finansial, terdapat dua kriteria berdasarkan volume kendaraan yang melalui jalan tol. Kriteria pertama adalah volume dari hasil perhitungan trip assignment metode Smock. Sedangkan kriteria kedua adalah volume dari data yang didapat dari investor. Nilai keuntungan pembangunan jalan tol didapatkan dari volume lalu lintas tersebut dikalikan dengan tarif tol tiap golongan kendaraan. Hasil perhitungan berdasarkan kriteria pertama, didapatkan nilai keuntungan sebesar Rp 4.888.670.821.462,11. Sehingga didapat hasil nilai BCR sebesar 1,29 1, nilai NPV sebesar Rp 1.099.882.608.691,45 0, dan nilai IRR sebesar 6,35 7,25 (MARR). Berdasarkan nilai BCR 1, NPV 0, dan IRR MARR maka dapat disimpulkan pembangunan jalan tol Pasuruan – Probolinggo tidak layak dari aspek finansial. Hasil perhitungan berdasarkan kriteria kedua, didapatkan nilai keuntungan sebesar Rp 10.370.782.909.823,00. Sehingga didapat hasil nilai BCR sebesar 2,73 1, nilai NPV sebesar Rp 6.581.994.697.052,33 0, dan nilai IRR sebesar 12,66 7,25 (MARR). Berdasarkan nilai BCR 1, NPV 0, dan IRR MARR maka dapat disimpulkan pembangunan jalan tol Pasuruan – Probolinggo layak dari aspek finansial. ======================================================================================== In planning of Pasuruan - Probolinggo toll road, economic and financial considerations are needed as reference in investment that toll road is efficient planning. Therefore, it is necessary to implement FEASIBILITY STUDY OF ECONOMIC AND FINANCIAL PASURUAN – PROBOLINGGO TOLL ROAD. With the implementation of the study obtained how much savings Vehicle Operating Cost (VOC) and time value with the existence of Pasuruan-Probolinggo toll road. Therefore, it will be known the feasibility of Pasuruan-Probolinggo toll road in terms of economic and financial analysis. The methodology for analyzing Vehicle Operational Cost (VOC) and time value using Jasa Marga method. To analyze the economic feasibility aspects using BCR and NPV parameters as the feasibility reference. Meanwhile, to analyze the financial feasibility aspects using the parameters BCR, NPV, and IRR as a benchmark eligibility. From the analysis of economic aspect, VOC savings and time value is Rp 5.159.378.332.041,06. With the result that obtained BCR value is 1,37 1 and NPV value is Rp 1.370.590.119.270,41 0. Based on BCR 1 and NPV 0, it can be concluded that the development of Pasuruan - Probolinggo toll road is feasible from economic aspect. From the analysis of financial aspects, there are two criteria based on the volume of vehicles through the highway. The first criterion is the volume of the calculation result of trip assignment of Smock method. While the second criterion is the volume of data obtained from investors. The profit value of toll road construction is obtained from the traffic volume multiplied by the toll fare of each class of vehicles. The result of the calculation based on the first criterion, obtained a profit value is Rp 4.888.670.821.462,11. With the result that obtained BCR value is 1,29 1, NPV value is Rp 1.099.882.608.691,45 0, and IRR value is 6,35 7,25 (MARR). Based on BCR 1, NPV 0, and IRR MARR, it can be concluded that the construction of Pasuruan - Probolinggo toll road is not feasible from the financial aspect. The results of calculations based on the second criterion, obtained a profit value is Rp 10.370.782.909.823,00. With the result that obtained BCR value is 2.73 1, NPV value is Rp 6.581.994.697.052,33 0, and IRR is 12.66 7.25 (MARR). Based on BCR 1, NPV 0, and IRR MARR, it can be concluded that the construction of Pasuruan - Probolinggo toll road is feasible from the financial aspect.
