Abstract
Kebutuhan pelayanan akan jasa transportasi merupakan hasil interaksi antara aktivitas sosial dan ekonomi. Penyebaran aktivitas yang demikian kompleks menimbulkan permasalahan transportasi. Masalah transportasi seringkali menjadi penyebab terhambatnya pengiriman muatan ekspor yang akan berdampak pada tingginya biaya pengiriman. Penelitian ini bertujuan untuk mengetahui kompetisi antar moda (laut dan darat) pada lintasan Pelabuhan Panjang – Pelabuhan Tanjung Priok dengan membandingkan unit biaya pengiriman terendah. Metode optimisasi digunakan untuk mencari ukuran utama kapal optimum yang menghasilkan unit biaya pengiriman terenda pada moda laut (roro, general cargo dan SPCB). Kemudian, diperoleh total biaya pengiriman dengan menambahkan unit biaya moda laut dan darat (trailer/tronton). Hasil analisis menunjukan bahwa general cargo dipilih sebagai moda yang paling optimal untuk mengangkut komoditas utama ekspor dari Pelabuhan Panjang ke Pelabuhan Tanjung Priok. Biaya unit minimum yang diperoleh untuk kopi adalah Rp.153.313 / ton, lada adalah Rp.434.405 / ton, nanas adalah Rp 309.273 / ton, dan minyak kelapa Rp.291.815 / ton. Sementara itu untuk komoditi udang menggunakan kapal roro dengan unit cost sebesar Rp.123.867 / ton.

Transportation service is the result of interaction between social and economic activities. Spreading out these activities could influence the transportation problems. One of transportation problems is caused by delaying in export cargoes shipments, which affects on high shipping cost. This study aims to determine the competition between sea modes and land modes on the Port of Panjang – port of Tanjung Priok by considering the lowest unit cost incurred. The optimization method is used to find the optimum ship's main dimension which produces the finite shipping cost unit in sea mode (roro, general cargo and SPCB). Then, the total cost of shipping by adding unit cost of sea and land transportation (trailer / tronton). The results show that the general cargo is selected as the most optimum mode to ship the main export comodities from Port of Panjang to Port of Tanjung Priok. The minimum unit cost gained for coffee is Rp.153,313/ton, pepper is Rp.434.405/ton, pineapple is Rp 309,273/ton, and coconut oil Rp.291.815/ton. Meanwhile, for shrimp commodity using roro vessel with unit cost of Rp.123.867 / ton.
