Abstract

Penerapan angkutan massal berbasis jalan di kota Yogyakarta yang diberi nama Trans Jogja memiliki perkembangan yang cukup signifikan. Tahun 2017, pemerintah berencana menambah dari 8 jalur menjadi 17 jalur. Selain itu, secara spontan menambah kilometer tempuh pada koridor 4 yang memiliki kilometer tempuh paling pendek diantara jalur lainnya menjadi 22,52 km. Namun, koridor 4 sampai dengan saat ini belum pernah dilakukan evaluasi terkait kinerja operasionalnya terutama pada jalur 4B.
Sesuai dengan analisis penilaian The BRT Standard-2014, Trans Jogja pada koridor 4B bukan angkutan massal berbasis BRT, karena tidak memenuhi Standar basic BRT. Dan berdasarkan pedoman teknis angkutan umum dalam trayek tetap dan teratur di wilayah perkotaan (SK Dirjen Perhubungan Darat Nomor 687 Tahun 2002) parameter-parameter yang ditinjau untuk menganalisis kinerja operasional Trans Jogja koridor 4B terdiri dari faktor muat, jumlah penumpang yang diangkut, waktu antara (headway), waktu tempuh, kenyamanan penumpang dan tingkat kepuasan penumpang terhadap pelayanan Trans Jogja.
Metode menggunakan Standar Pelayanan Minimal (SPM) Angkutan Massal Berbasis Jalan dan SPM Angkutan Orang dengan Kendaraan Bermotor dalam Trayek yang diatur pada PMPRI Nomor 10 tahun 2012 dan Nomor 98 tahun 2013. Sedangkan tingkat kepuasan penumpang menggunakan metode pengukuran kualitas pelayanan yang membandingkan antara kepuasan dengan harapan penumpang.
Berdasarkan analisis didapatkan waktu tempuh rata-rata pada hari kerja selama 1 jam 14 menit dan pada hari libur selama 1 jam 25 menit dengan waktu tempuh terjadwal selama 1 jam 25 menit. Waktu antara bus Trans Jogja koridor 4B pada hari kerja selama 26 menit (Senin), 28 menit (Selasa), dan 24 menit (Rabu) sedangkan pada hari libur selama 25 menit (Jum’at), 23 menit (Sabtu), dan 23 menit (Minggu) dengan ketetapan waktu antara bus selisih 25 menit. Angka kenyamanan untuk tempat duduk penumpang 0,27 m2/seats dan tempat berdiri penumpang 0,24 m2/space dengan kapasitas angkut 1 bus sebanyak 40 penumpang. Faktor muat rata-rata BRT Trans Jogja koridor 4B per ruas halte pada masing-masing bus pada bus No.64-67 berurutan sebesar 29,80%, 39,60%, 18,70%, dan 18,40%.
Dari hasil pengukuran kualitas pelayanan terhadap kepuasan penumpang dapat disimpulkan bahwa kinerja operasional Trans Jogja koridor 4B belum sepenuhnya memenuhi standar karena masih sering terjadinya keterlambatan waktu operasional serta rendahnya kepuasan penumpang terhadap kenyamanan Trans Jogja.

The application of mass transportation in Yogyakarta city that called Trans Jogja get positive response from the communities make development of Trans Jogja be a really significant. In 2017, the government had planned add from 8 lines that exist to be 17 lines. Beside of that, spontaneous too add kilometers travel in the 4th corridor that has shortest distance than other lines to be 22,52 km. However, since operated the 4th corridor until present not yet evaluated about operational performance related to the 4B corridor.
In accordance with The BRT Standard-2014 Trans Jogja not one of mass urban transportation using BRT. And the guidelines technical of mass transportation in fixed track and regularly in the urban areas (Decree of Directorate General of Land Transportation number 687 in 2002) the parameters that reviewed to analyse operational performance of Trans Jogja in 4B corridor consist of load factor, passenger on board, headway, traveling time, the comfortable of passengers and satisfaction of the passengers to service of the Trans Jogja.
of The measurement of the operational performance using Standard Service Minimal (SSM) of the road basic mass transportation and the SSM of Person Transport with the Motor Vehicle that operated in the Route that arranged in Indonesian Republic Government Regulations of Transportation Number 10 in 2012 and Number 98 in 2013. For the measurement satisfaction of the passenger using service quality methods that compared between satisfaction with the expectations of passengers.
Based on analysis obtained that the average of traveling time on the weekdays for 1 hour 14 minutes and on the weekend for 1 hour 25 minutes with the scheduled traveling time for 1 hour 25 minutes. The headway of Trans Jogja in 4B corridor on the weekdays for 26 minutes (Monday), 28 minutes (Tuesday), dan 24 minutes (Wednesday) for a while in the weekend for 25 minutes (Friday), 23 minutes (Saturday), and 23 minutes (Sunday) with the time accuracy between of the buses difference 25 minutes. The comfort figures for the passenger seats 0,27 m2/seats and the passenger stand 0,15 m2/space with the load capacity of 1 bus as much 40 passengers. The average load factor of BRT Trans Jogja in 4B corridor per segment bus stop on each bus in the number 64 to 67 consecutively for 29,80%, 39,60%, 18,70%, and 18,40%.
From the measurement results of quality performance against passenger satisfaction can be concluded that operational performance of BRT Trans Jogja in 4B corridor not fully meet the standards because still happens frequently delay of operational time as well as low passenger satisfaction to comfort of BRT Trans Jogja.
