Abstract

Distrik Dili sekaligus sebagai ibukota Negara Republik Demokratik Timor Leste
(RDTL) memiliki luas 170 KM2 dan menjadi pusat administrasi negara, masih terdapat
adanya masalah, antara lain: adanya fenomena yang menunjukkan lingkungan
permukiman yang tidak terpelihara dan kumuh.
Tujuan penelitian ini adalah menghasilkan konsep perbaikan permukiman kota
yang berbasis partisispasi masyarakat dengan mengakomodasi nilai-nilai sosial budaya,
ekonomi, aspirasi dan potensi masyarakat setempat. Sedangkan sasarannya meliputi
organisasi yang dibentuk oleh masyarakat, dan partisipasi masyarakat dalam upaya
perbaikan permukiman kota untuk meningkatkan proses belajar masyarakat,
mengarahkan masyarakat menuju masyarakat yang bertanggung jawab; mengeliminasi
perasaan terasing sebagian masyarakat serta menimbulkan dukungan dan penerimaan dari
pemerintah.
Pendekatan penelitian deskriptif ini adalah untuk membuat deskripsi, gambaran
atau lukisan secara sistematis, faktual dan akurat mengenai fakta-fakta, sifat-sifat serta
hubungan antar fenomena yang diselidiki, maupun untuk mencari peran serta masyarakat
dalam program perbaikan permukiman kota berbasis partisipasi masyarakat.
Lokasi penelitian adalah Kota Dili (sub district vera-cruz) yakni:Suco
(kelurahan) Caicoli, Suco (kelurahan) Colmera, Suco (kelurahan/Desa) Vila Verde, Suco
(kelurahan) Motael,Suco (kelurahan) Mascarenhas dan Suco(kelurahan).
Studi menunjukkan bahwa partisipasi masyarakat dalam perbaikan dan
pemeliharaan lingkungan di kota Dili dipengaruhi oleh karakteristik masyarakatnya,
seperti jenis kelamin, umur, pendidikan, mata pencaharian, penghasilan, dan suku/etnis.
Masyarakat lebih memilih masuk dalam organisasi informal yang beraktivitas seni
budaya. Dalam perbaikan permukiman kota, khususnya dalam perbaikan rumah tinggal,
ternyata sebagian masyarakat mendapat bantuan dari pemerintah.
Studi ini menghasilkan rumusan perbaikan permukiman yang berbasis
partisipasi masyarkat, Oleh karena itu segala langkah serta kebijaksanaan perbaikan
kampung yang ditempuh pihak pemerintah daerah district Dili lebih diarahkan untuk
memperbaikan prasarana fisik lingkungan permukiman dengan mengikutsertakan
penghuni / warga kampung setempat

Dili District as well as the capital of the Democratic Republic of Timor Leste
(RDTL) has an area of 170 KM2 and is the administrative center of the state, there are
still problems, among others: the phenomenon that shows an unkempt and shabby
neighborhood.
The purpose of this study is to produce the concept of urban settlement
improvement based on community participation by accommodating the socio-cultural,
economic, aspirational and potential values of the local community. While the targets
include organizations formed by the community, and community participation in efforts
to improve urban settlements to improve the learning process of society, leading the
community towards responsible communities; Eliminate the feeling of alienation of some
communities and generate support and acceptance from the government.
This descriptive research approach is to create a description, description or
painting systematically, factually and accurately about the facts, properties and
relationships between the phenomena being investigated, as well as to seek the
participation of the community in the program of urban settlement improvement based on
community participation.
The research sites are Dili (sub district vera-cruz): Caicoli, Colmera, Vila Verde,
Motael, and Mascarenhas villages.
Studies show that community participation in the improvement and maintenance
of the environment in Dili is influenced by the characteristics of the community, such as
gender, age, education, livelihood, income, and ethnicity. The community prefers to enter
into informal organizations engaged in cultural arts. In the improvement of urban
settlements, especially in the repair of houses, it turns out some people get help from the
government.
This study resulted in the formulation of settlement improvement based on
community participation, therefore all steps and policies of village improvement
undertaken by Dili district government are directed to improve the physical infrastructure
of the settlement environment by involving the local residents.
